- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The Olympic Coast National Marine Sanctuary located in Port Angeles, WA require the services of a contractor to develop collaborative program between the Hoh Tribe and National Marine Sanctuary Program (NMSP) for the purpose of strengthening government-to-government relationship as well as creating an organizational structure for the Olympic Coast national Marine Sanctuary (OCNMS) which provides meaningful opportunity for all affected resource management entities to guide and provide policy direction to the sanctuary. On January 30th 2007 representatives from NOAA, the State of Washington, the Hoh, Makah, Quileute Tribes and Quinault Nation signed a Memorandum of Agreement. The purposes of the MOA were to: a. Enhance intergovernmental relationships between the parties through the creation of a Policy Council; b. Improve communication among the parties towards identifying common goals and reaching consensus on management priorities within the boundaries of the OCNMS for the protection and management of natural resources and the promotion of educational opportunities and scientific research. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified HOH INDIAN TRIBE as the only source who can complete work under proposed contract. Under the terms of the Memorandum of Agreement the NMSP is responsible for supporting the operation of the Intergovernmental Policy Council and the participation, including travel and associated technical support, of each of the Coastal Treaty Tribes to the extent funds and other resources are available. This contract implements this responsibility. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to HOH TRIBE without further notice. A firm fixed price purchase order will be issued with performance period of one year from date of award plus three option years. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to (206)526-6025, attention Maria Mendoza. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
