Description
Under ATELETAN the contractor shall establish and operate a national technical assistance network to support English Language (EL) teachers and improve English language services. The contractor shall create a framework of quality professional development for adult English language instruction. The contractor shall establish and convene a technical work group. The contractor shall disseminate professional development resources that support high quality adult English language instruction which includes developing and maintaining a website. The contractor shall provide training and technical assistance to states that is based on the framework of quality professional development and provide OVAE with updates on states' progress. Award will be made on the basis of a trade-off process (FAR 15.101-1). Technical quality, price and other factors (past performance) will be considered. As technical quality ratings become closer price becomes more of a determining factor. A pre-solicitation bidders conference will be held on Friday, July 6, 2007 from 10:00 AM - 12:00 NOON (EST)at: The U.S. Department of Education, Potomac Center Plaza, 550 12th St., SW, Washington, DC 20202-4210. RSVP no later than June 28, 2007. Please provide the following information for each attendee: 1. Name of participant; 2. Nationality if other than a U.S. Citizen; and 3. Government employee or civilian. Participants must have one of the following forms of ID; valid State drivers license, passport, school issued ID, or Government ID.
