Description
The Centers for Disease Control and Prevention (CDC) intends to award a contract to Diagnosis One, Inc. In 2006, the Field Epidemiology and Laboratory Training Program (FELTP) was established in Pakistan. The goals of the program include developing epidemiological surveillance systems that will be used by FELTP trainees in disease detection and outbreak response activities in Pakistan. The contractor shall assist CDC to meet the needs of the FELTP by providing Information Technology for public health surveillance in Pakistan, and by providing the infrastructure to build, support, expand, and modify the public health surveillance system to facilitate international strategies in the fight against public health threats and emergencies. The purpose of this contract is to continue the work initiated under an existing purchase order with Diagnosis One to do the following: (1) Conduct a series of internal software testing of the alpha and beta versions of the public health surveillance software and provide written modification requirements to Diagnosis One that will be incorporated into the software based on the current program activities of the FELTP, working in conjunction with the Pakistan Ministry of Health; (2) Initiate and determine the public health surveillance system requirements of the country; and (3) Define additional modification requirements for the development of the public health surveillance system in Pakistan, as part of training activities for the FELTP. This will result in capturing disease data at the local and national levels and the flow of the disease data from the local level to the national level. It is imperative to utilize Diagnosis One for this contract. Diagnosis One?s D1.Extend software is proprietary and is the only software compatible with the existing systems within the Pakistan Ministry of Health. CDC currently owns the licenses for the D1 surveillance software. Further, Diagnosis One developed the surveillance software for phase one activities. Selecting a new contractor will require purchasing new licenses and reconfiguring the software specifications, which would be cost prohibitive and significantly delay FELTP surveillance activities. The North American Industry Classification Code is 541511. This notice of intent is not a request for competitive proposals, but all replies received within 15 days of publication will be considered. A determination not to compete based on responses received and to proceed with a noncompetitive award is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
