- Remote Monitoring of Utility Meters and Evaluations of Utility Information Statement of Work Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) 1.0 1. PROJECT TITLE Remote Monitoring of Utility Meters and Evaluations of Utility Information 2.0 BACKGROUND The objective is to pilot a demonstrations project, either a FEMA facility in Alabama or FEMA facilities in Maryland remotely retrieve utility meter information, report all necessary utility usage and costs, and other DHS required energy management information. Monthly and quarterly the contractor will retrieve all of the required utility and energy management information; compile the information in a format that will be sent to DHS and FEMA; and annually report all energy management information to DHS and FEMA. 3.0 SCOPE In order to comply with Executive Order 13423 (EO13423), DHS has mandated that all its components to report monthly, quarterly, and annually certain energy management information. At the present time in order to comply with this DHS mandate, FEMA program office personnel must forward on a timely basis their utility invoices to the FEMA Policy and Oversight office. The Policy and Oversight office in turn must review each utility invoice and prepare a spreadsheet with all the utility information. Quarterly the Policy and Oversight office must submit to DHS the spreadsheet, along with other pertinent location use information. Other pertinent information would be, but not be limited to, energy audits, renewable energy projects, and disaster surge personnel or other increased usage at a location. Currently FEMA has over one hundred and fifteen (115) utility meters at twelve (12) program offices throughout the continental United States. This project will be a demonstration project for remote monitoring, processing of information of from between 30-50 meters. This number is expected to increase as certain proposed new FEMA locations come on line, and DHS also mandates that even disaster facilities, where FEMA pays the utilities, are required to report utility information. In a presentation at a DHS Energy Management Council meeting, DHS Energy manager discussed that numerous agencies use contractor support to meet E.O. 13423 and to provide remote monitoring and record development packages. 4.0 APPLICABLE DOCUMENTS Executive Order 13423 Excel Spreadsheet listing location, meter number and utility information for FEMA facilities 5.0 SPECIFIC TASKS The contractor shall furnish to DHS and FEMA, all DHS and EO13423 required utility and energy management information monthly, quarterly and annually. The contractor?s report will be formatted in a manner that is able to be transmitted in a safe and secure manner. The contractor shall furnish all professional, technical and clerical personnel and services, materials, equipment and facilities necessary to meet the stated project objectives and conduct the work as required in the tasks noted hereafter. Task 1: Management Work Plan The contractor shall meet with the Task Monitor (T.M.) within seven (7) calendar days of award of this contract to review current documentation for this project. The contractor shall develop a schedule and work plan within fourteen (14) calendars cay of award of the contract. Task 2: Installation of Automated Meter Reading In accordance with the schedule and work plan (task 1) the contractor shall install all automatic meter reading devices or automatically get data from utility databases. Any installation of automatic meter interfaces will be coordinated and in accordance with any utility specifications. To the extent possible it is desired that the automated meter reading be designed to also meet utility requirements to minimize or eliminate meter maintenance costs. All meters will be installed within 180 calendar days of award of contract. Task 3: Collection of Meter Information/Develop Information Reporting Format The contractor shall collect meter information and develop an information reporting format acceptable to the FEMA task monitor. This report will be automatically generated on a periodic basis as agreed to in the Management Work Plan. The report format will be developed and completed by the contractor within 120 calendar days of award of contract. Task 4. PowerPoint Presentation of Lessons Learned The FEMA effort will be in advance of most organizations within DHS. The contractor shall develop a PowerPoint presentation, outlining schedules, lessons learned and final utility report. The contractor will make a formal presentation to a DHS Energy Council within 240 calendar days of award of contract. Task 5: Weekly Report to FEMA Task Monitor The contractor shall provide weekly reports to the FEMA Task Monitor by phone. The FEMA Task Monitor is Richard Tarosky, 202.646.2637 The contractor shall furnish to DHS and FEMA, all DHS and EO13423 required utility and energy management information monthly, quarterly and annually. The contractor?s report will be formatted in a manner that is able to be transmitted in a safe and secure manner. To meet this requires the following tasks. 6.0 DELIVERABLES AND DELIVERY SCHEDULE The following is a schedule of reports and deliverables to be followed by the contractor. Information provided by the government will be treated with normal client confidentiality. 8.0 PLACE OF PERFORMANCE Automated Meter Reading Devices will be installed at government facilities as indicated on the referenced spreadsheet. This will require long-distance travel or the use of staff from nearby offices. All other tasks will be performed at the contractor?s site. 9.0 PERIOD OF PERFORMANCE The period of performance is 240 calendar days after contract award. 10.0 SECURITY This work is unclassified.
