- The Architect Engineer (A/E) firm shall provide architectural and design services necessary to furnish: Conceptual Study, Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Projects 515-07-104 & 107, Replace Boiler Plant Equipment Phases I & II at the VA Medical Center in Battle Creek, Michigan as described below: Scope of project: During the initial study, the A/E shall evaluate the three options for replacing the existing boiler plant equipment identified below, and recommend the most economical solution to the Medical Center. This study shall include all estimated construction costs, estimated savings, assumptions, and calculations. In each of the three alternatives, the existing condensate return system will also be studied and recommendations for improvement provided. Option #1 - Replacement of the existing boiler plant equipment in the same location along with all necessary modifications and corrections to Building 30 (Roof, Windows, Smoke Stack, Tuck Pointing, Etc.) Option #2 - Abandonment of the existing boiler plant and construction of a new centralized plant with connections to the existing underground distribution system. Option #3 - Abandonment of the existing boiler plant and installation of smaller low pressure package boilers/heating systems located at each building on the medical center campus, eliminating the need for the underground distribution system. Construction cost range is estimated to be between $5,000,000 and $10,000,000. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: (1) Professional Qualifications: The qualifications of the individuals which will be used for these services will be examined for experience and education. The specific disciplines which will be evaluated are Civil, Mechanical, Electrical, Structural, and Environmental Engineers, as well as Architects, Estimators, Specification Writers, Surveyors, and Draftsmen. (2)Capacity to Accomplish the Work: The general work load and staffing capacity of the design office will be evaluated. (3) Past Performance: The past performance of the firm on boiler plant design and studies and other relevant projects for Federal Government entities including Department of Veterans Affairs - Veterans Health Administration, state and local agencies, and private business concerns will be examined (references required). (4)Specialized Experience: Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. (5)Recovered Materials: Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in design. (6) Reputation: Standing of the firm and its principal officials with respect to professional performance, general management, and cooperation. (7) Claims: Record of significant claims against the firm because of improper or incomplete engineering services. (8) Location of Design Office: The geographic proximity of each firm to the Battle Creek Area will be evaluated. This criterion will apply to the office from which the majority of the design services will be performed. The NAICS Codes for this procurement are 541310 and 541330. A-E firms are required to respond in writing if interested & shall submit two (2) completed SF Form 330 packages (form available on-line at: http://vaww.va.gov/facmgt/ae).Submission information incorporated by reference is not allowed. The total number of pages for a single submission will not exceed 100. All submissions must be bound in some manner (spiral, wire, binder, etc). After the evaluation of submissions in accordance with Brooks Act, Federal Acquisition Regulation, and Veterans Administration Acquisition Regulation, three or more firms shall be considered to be the most highly qualified and will be chosen for interviews to present their approach, experience, and capabilities to arrive at selection of the number one firm.The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request.
