Description
The VA Montana Healthcare System, Fort Harrison, Montana has a requirement for a contractor to furnish all supervision, labor, tools, equipment, supplies and transportation necessary to perform Lead-Based Paint Re-Inspection and Risk Assessment for Fort Harrison and Miles City, Montana and Asbestos Re-Inspection and Risk Assessment for Miles City, Montana. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17.    The Request for Proposal is VA-259-07-RP-0139. The North American Industry Classification System Code (NAICS) is 541380 and the small business size standard is considered $11.0M. Contractor will perform a lead-based paint re-inspection and risk assessment to include visual assessments, dust sampling, soil sampling, and drinking water sampling. The report from a previous inspection will be provided to be used as a baseline. There are 7 building totaling 142,478 square feet. Re-inspection and risk assessment will be done in accordance with U.S. Department of Housing and Urban Development (HUD) guidelines, EPA and Federal regulations, 40 CFR 745. Contractor will also perform an asbestos re-inspection and risk assessment to include visually inspecting the condition of all friable Asbestos Containing Material (ACM), determining if previously identified ACM has become friable, and making recommendations on abatement/encapsulation of any damaged or potentially friable ACM areas. The report from a previous inspection will be provided to be used as a baseline. There are 6 buildings totaling 132,434 square feet. Asbestos inspections will be performed by an experienced Montana Accredited Asbestos Inspector using applicable protocols developed for schools under the Asbestos Hazard Emergency Response Act (AHERA). This procurement is set-aside for small business concerns. Evaluation will be based on contractor capability, price and past performance. All interested persons may identify their interest and capability to respond to the requirements. Solicitation documents should be available on or about June 15, 2007. The offeror is responsible for downloading the solicitation and amendments without further notice from the VA, and for monitoring the website for up-to-date information. The Government will consider all requests received by 4:00 PM Mountain Daylight Time June 29, 2007.
