- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The entire FAR can be found at the following website: http://www.acquisition.gov/far/index.html. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Any contract resulting from this solicitation will include both this solicitation and the winning offeror's written proposal. (ii) The Solicitation Number is VA-260-07-RQ-0184. This solicitation is a Request for Quotes (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-15 - Addendum. (iv) This procurement is not set-aside for small businesses. The NAICS code is 541618, and the small business size standard is $6.5 million. (v) Contract line item number(s). 1) Offeror shall provide pricing for a full 1-year membership (365 days from date of contract award) for the services described in paragraph vi below. (vi) Description of requirements. Provide 2 separate memberships which can be used by ALL Department of Veterans Affairs employees in the VA's Northwest Health Network, also know as VISN 20. Major VISN 20 facilities include the Regional Headquarters Office (1601 E. 4th Plain Blvd.; Vancouver, WA 98661); Alaska VA Healthcare System and Regional Office (2925 DeBarr Road; Anchorage, AK 99508-2989); Boise VA Medical Center (500 West Fort Street; Boise, ID 83702); Portland VA Medical Center (3710 SW U.S. Veterans Hospital Road; Portland, OR 97239); VA Puget Sound Health Care System (1660 S. Columbian Way; Seattle, WA 98108-1597); VA Roseburg Healthcare System (913 NW Garden Valley Blvd.; Roseburg, OR 97470-6513); Spokane VA Medical Center (4815 N. Assembly Street; Spokane, WA 99205-6197); Jonathan M. Wainwright Memorial VA Medical Center (77 Wainwright Drive; Walla Walla, WA 99362); VA Southern Oregon Rehabilitation Center & Clinics (8495 Crater Lake Hwy.; White City, OR 97503). VA employees also work at smaller facilities throughout VISN 20, including VA Community Based Outpatient Clinics (CBOC's) located all throughout VISN 20. Note 1: The contractor will not be required to pay for travel and per diem of VA employees if they need to travel to use the memberships. Note 2: The contractor shall allow VISN 20 VA employees to make unlimited downloads of documents located on the contractor's document databases, and if a VISN 20 VA employee wants a hard copy of a document, the contractor shall mail the copies to the employee at no additional charge. Healthcare Advisory Membership. Provide access to major studies (at least 50/year) & research briefs (at least 3,000/year) on progressive management and clinical practices in health care. The research shall focus on the best (and worst) demonstrated practices, thus helping the Portland VA Medical Center benefit from the learning curves of other health care providers. Membership shall also include roundtable meetings for CEO's, national member meetings, onsite presentations, national conference calls, specialized health care publications & studies, online service, daily briefings, and on-call analyst support. Nursing Advisory Membership. Annually perform root cause analyses of nursing's most pressing problems, analyze a multitude of data sets, and conduct hundreds of interviews with nursing leaders. Then, share the findings with the Portland VA Medical Center through a series of meetings, publications, implementation tools, on-site workshops, and informal discussions. Membership shall include CNO member meetings, leadership team summits, national conference calls, on-site presentations/facilitated workshops, leadership and strategy reports, strategy solutions, key constituency briefs, management excellence and nursing practice briefs, nursing performance audits, executive watches, journal review, on-call experts, on-line service including a best practices compendium, and a document warehouse. (vii) Term of agreement/membership. One year (365 days) from date of award. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The specific evaluation criteria - see paragraph (a) of the provision - are listed below. Technical and past performance criteria, when combined, are significantly more important than cost or price. Price Evaluation. Price proposals must demonstrate price reasonableness (i.e., show prices paid by other VA Medical Center's for similar memberships). The Portland VA Medical Center Contracting Office will verify the pricing data submitted. Technical Evaluation. a. Indicate the total number of healthcare organizations served, and within that number, the total number of medical centers/hospitals served. b. Indicate the total number of major studies published each year that have direct relevance to a medical center such as the Portland VA Medical Center, and within that number, the total number of major studies that focus on nursing. c. Indicate the total number of research briefs published each year that have direct relevance to a medical center such as the Portland VA Medical Center, and within that number, the total number of research briefs that focus on nursing. d. Indicate the total number of educational events/offerings per year that have direct relevance to a medical center/hospital, and the total number of educational events/offerings that focus on nursing. e. Provide with the proposal a detailed description of what is provided under each membership. The description of the membership services provided shall be incorporated into the contract. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
