Description
Air Force Research Laboratory, Sensors Directorate (AFRL/SNR) solicits research proposals for conducting research and development in the areas of radio frequency sensor assessment for electronic support, electronic attack and electronic protection. The primary focus is on active countermeasures evaluation and assessment for threat radar and communication systems in a free space radiation environment. Advanced assessment tools and test beds are necessary to evaluate the effects of new and innovative electronic warfare countermeasures. Research and development of radio frequency (RF), microwave, digital, and analog circuits and hardware as well as software development of graphical user interfaces, hardware control programs, and data acquisition processes will be necessary to develop new and innovative electronic warfare assessment technologies. Development of assessment processes and procedures for various electronic warfare systems and countermeasure techniques will be required. The effort will also require threat hardware functional assessments and characterization in support of RF jamming waveform effectiveness and optimization. Occasionally, field testing and R&D may be required when research goals at the remote site require one or more of the facility?s portable measurements systems, emulators, or jammers to conduct tests. Remote R&D may include the design, fabrication and testing of hardware, the modification of existing software, and/or development of new software. This effort can be divided into two general areas: 1. Research and Development ? This will include providing subject matter expertise on electronic warfare systems, countermeasures, assessments, and applications, program planning, budgeting, and manning for R&D efforts in the RCA Lab, preparing system and technical reviews, writing technical manuals for hardware and software developed in the lab, developing and maintaining a project management plan for all research projects, and interfacing with external agencies and customers to facilitate collaboration, data sharing, and integration. 2. Systems Engineering ? This will include strategic planning of R&D activities in the RCA Lab, defining and documenting system level requirements for hardware and software development, evaluating and recommending approaches to develop new assessment technologies and techniques, system design, layout, and modeling, and cost/benefit analysis of proposed research efforts. The contractor will perform research and development on-site in the RF Countermeasures Assessment Lab (RCA) in building 620, Area B, Wright Patterson AFB, OH. Anticipated Funding: $9,370,000 Please note that this is not a request for proposals at this time.
