- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The combined synopsis/solicitation number is W91CRB07T0133. Requirement is for Financial Management Practice Improvements Services, in support of the Joint Improvised Explosive Device Defeat Organization (JIEDDO). The overall objective is to provide technical subject matter expertise and consulting services in financial management practices to increase greater financial accountability, allocate critical resources in a timely manner, and satisfy Congressional reporting requirements. The fol lowing documents are available on the Army Single Face to Industry Website (https://acquisition.army.mil/asfi/): 1) Complete Performance Work Statement; 2) Submission Requirements; 3) Evaluation Plan. Offerors are required to comply with the Submission Requirements at the ASFI website. Proposals will be evaluated in accordance with the Evaluation Plan on the ASFI website. Period of performance for this requirement is 16 Jul 2007 through 30 Sep 2007, with an option to extend for 12 months. Contractor s are requested to provide a proposal for the base period (16 Jul 2007 29 Sep 2007) and option period (30 Sep 2007 30 Sep 2008). Pricing shall be Firm, Fixed Price (FFP) by month. The provision at 52.212-1, Instructions to Offerors--Commercial, appli es to this acquisition. The provision at 52.212-2 Evaluation Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will b e most advantageous to the Government, price and other factors considered. This contract will be awarded on an all or nothing basis. An offeror shall complete only paragraph (j) of 52.212-3 if the offeror has completed the annual representations and cert ificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and provide it w ith offers.
