Description
The United States Army Research, Development, and Engineering Command Acquisition Center (RDECOM AC) intends to award a 2 year, Time and Materials (T&M) type contract on a sole source basis to University of Virginias Center for Applied Biomechanics, 1001 North Emmet Street, Charlottesville, VA 22903-4833 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Requirement is for Comprehensive Blast Overpressure testing services and Blast and Shock Assessments(s) on various Soldier Personal Protective Equipment (PPE). This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon res ponses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Inter ested parties may identify their interest and capability to respond to this requirement, no later than 10:00 am EST, 30 Jul 2007. All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered . Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Yamakawa), 4118 Susquehanna Ave., APG, MD 21005.
