- CONTACT Barbara Johns, Logistics Management Specialist, 732-532-3032.Title: GUARDRAIL Common Sensor Interoperable Data Links/SATCOM Sustainment Support CECOM/GUARDRAIL weapon system teams plans to enter into an agreement for sustainment support for Interoperable Data Link/SATCOM systems/components for GUARDRAIL Common Sensor and related Programs. The ultimate goal of this market research would be a contra ct that will provide sustainment support for the above mentioned hardware. Anyone interested in providing a response should outline their experience with the current technology and have some suggested plan for the required support. The intent is to provide repair support for a period of 5 years. Note that responses that are general in nature and show only your knowledge of general electronic technologies research will not be considered a valid response. Responses must address the contractors ability to pro vide 100% sustainment support for the equipment mentioned above. Respondents must be able to show a history of work with the specific Interoperable Data Link/SATCOM systems/components. A list of the specific equipment that requires support can be obtained by email request (Note: not via phone request). A list of the equipment will be supplied via email. Note it is our intent for a single contractor to support all of the equipment to include field and depot maintenance and field operations at applicable GUAR DRAIL Common Sensor Military Intelligence Battalions and other related locations. Responses will not be accepted for support of only a portion of the items on the list.Limited drawings are available on request for review by potential respondents. However i t should be noted that some contain proprietary information to the original manufacturer that cannot be supplied. All interested parties considering submission in support of this request should submit a white paper no greater than 30 pages in length and sh ould include at a minimum the following information: 1) Describe your previous/current experience with GUARDRAIL Common Sensor and provide evidence of the contractors facilities and experience with applicable type of Interoperable Data Link/SATCOM equipme nt and technology. Again note that responses that address only a general knowledge of work with electronic equipment will not be considered. Responses must be specific in nature to the required work/equipment. 2) Describe previous/current Interoperable Dat a Link systems/components manufactured by your company, to include system/component performance specifications. Identify quantities, year(s) of delivery, applicable customers, and contract numbers. 3) Describe previous/current SATCOM systems/components man ufactured by your company, to include system/component performance specifications. Identify quantities, year(s) of delivery, customers, and contract numbers. 4) Describe previous/current Interoperable Data Link system/component support/sustainment/repair contracts for non-GUARDRAIL Common Sensor programs of similar scope. Identify customers and contract numbers. 5) Describe previous/current SATCOM system/component support/sustainment/repair contracts for non-GUARDRAIL Common Sensor programs of similar scop e. Identify customers and contract numbers.6) Describe and provide evidence of experience with Depot sustainment support (to include maintenance/ modifications/upgrades/configuration control and Diminishing Manufacturer Supporthardware and software) rela tive to the specific/current, GUARDRAIL Common Sensor Interoperable Data Link/SATCOM technology/inventory as assigned to the various GUARDRAIL Common Sensor Military Intelligence Battalions and related Army Programs. 7) Describe the scope of your Depot repair capabilities relative to specific GUARDRAIL Common Sensor Interoperable Data Link/SATCOM systems/components. Identify annual quantities and average repair turn-around-times.8) Interoperable Data Link/SATCOM test beds used in support of subject effo rt are jointly funded/maintained by the Air Force and Army at the OEM facility in SLC, Ut. Provide a transition plan describing test bed access/use in support of subject GUARDRAIL Common Sensor Interoperable Data Link/SATCOM sustainment effort, with empha sis upon maintaining current support with minimum impact to both the Army and Air Force Interoperable Data Link/SATCOM Programs.9) Describe your companys infrastructure and Field Service organization. Include/identify Interoperable Data Link/SATCOM progr ams supported, customers, assigned locations, and size of your Field Service organization. 10) Describe and provide evidence of CFSR experience providing on-site custodial and maintenance support relative to the specific/current, GUARDRAIL Common Sensor I nteroperable Data Link/SATCOM technology/inventory as assigned to the various GUARDRAIL Common Sensor Military Intelligence Battalions and related Army Programs. 11) Describe and provide evidence of CFSR experience providing on-site operations support (no military operators--CFSRs operate applicable systems/equipment) relative to the specific/current GUARDRAIL Common Sensor Interoperable Data Link/SATCOM technology/inventory as assigned to the various GUARDRAIL Common Sensor Military Intelligence Battalions and related Army Programs. 12) The Government does not own complete technical data (field and Depot level) for applicable GUARDRAIL Common Sensor Interoperable Data Link/SATCOM systems/components. Describe how your company will mitigate this issue, addressing both maintenance and o perations, if selected as the primary sustainment provider. 13) Describe and provide evidence of CFSR experience with assignments in Germany. Describe your experience with processing Technical Expert Status Accreditations (TESAs). How many of your currently employed CFSRs have previously been, or are now, TESA qua lified/certified for support to GUARDRAIL Common Sensor or similar programs? 14) Describe and provide evidence of CFSR experience with GUARDRAIL Common Sensor or similar programs relative to assignments in Korea, South-Central Asia, and South-West Asia. 15) Provide a transition plan detailing how you would provide immediate 24/7 C FSR support for applicable GUARDRAIL Common Sensor Interoperable Data Link/SATCOM systems, with minimal mission impact, relative to all GUARDRAIL Common Sensor Military Intelligence Battalions, to include deployed sites in South-Central Asia and South-West Asia. Response must address the TESA certification required for CFSRs located in Germany. 16) Provide a transition plan for how your company would maintain/upgrade OEM proprietary software relative to specific/current GUARDRAIL Common Sensor Interoperable Data Link/SATCOM systems. 17) Describe and provide evidence of experience with custodial duties associated with the procurement/storage/handing of Government Bonded Stock. Identify customers, contract numbers and an estimate of available storage space. 1 8) Pass-Through Procurements. Describe and provide evidence of experience with arranging/coordinating satellite leases via commercial vendors for U.S. Military users, both CONUS and OCONUS. Identify customers, contract numbers and applicable SATCOM system s.19) Describe your experience relative to Multi Role Tactical Common Data Link development. 20) Current GUARDRAIL Common Sensor Interoperable Data Link/SATCOM management relies upon a real-time, web-based database for tracking all repairs, CFSR issues, technical issues, spares procurements, reports, etc. Describe the database being recommended f or support of subject effort. Provide a transition plan for transferring/merging the existing GUARDRAIL Common Sensor Interoperable Data Link/SATCOM historical data into recommended database. 21) Describe your companys security program and program securit y office. Identify clearance levels, describe previous/current NSA certified SCIF experience, and describe previous/current COMSEC experience.
