This is issued as a combined synopsis/solicitation for Commercial items in accordance with the format in Federal Acquisition Regulations (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Small Business Set-Aside under North American Industrial Classification Code (NAICS) 237310, which has a size standard of $31.0 M. Arches National Park is seeking a company to manufacture and deliver a prefabricated metal truss pedestrian (trail) bridge. This is to be installed at the historic homestead, Wolfe Ranch, which is listed on the National Register of Historic Places, and must match an existing bridge (contact for electronic photo). Arches National Park is located approximately 3 miles north of Moab, Utah, and Wolfe Ranch is located approximately 15 miles from park headquarters on a paved, main park road. Bridge Specifications: General: * Structured steel shall be designed in accordance with the American Institute of Steel Construction (AISC); * Welded hollow shaped steel (HSS) connections shall be designed in accordance with standard specifications for highway bridges for loads, load combinations, and specifications criteria as it pertains to the design, fabrication and construction of the bridge as set forth by the American National Standards Institute/American Welding Society (ANSI/AWS) and/or American Institute of State Highway and Transportation Officials (AASHTO); * Length: 60' - 0", single span; * Width: 6' - 0", clear distance from inside of rail to inside rail; * Rail height: 3' - 6", maximum opening in rails 4" (in accordance with Uniform Building Code, a 4" diameter sphere cannot pass through any opening); * Design Loads: 60 psf uniform live load, 5,000 lb. vehicle load, and floor system should be designed for four, 600 lb. concentrated wheel loads, 36" center to center traverse to the bridge centerline, and 27" center to center of axles (basically, to support the weight of a small piece of trial equipment). Materials: * Structural steel shall be high strength, low alloy, atmospheric corrosion resistant ASTM A847 old formed welded square and rectangular hollow structural sections and/or ASTM A588 or ASTM A424, ASTM A606 plate and structural steel shapes (Fy=50,000 psi); * Wood decking shall be selected structural fir planks; * Decking to be treated to AWPA standards P5; * Preservative utilized shall be chromated copper arsenate (CCA) to a total absorption of 0.04 pounds per cubic foot of wood. Fabrication: Welding shall conform to the appropriate provision of the ANSI/AWDD1.1 Structural Welding Code and/or ANSI/AWSD1.5 Bridge Welding Code. Finish: Blast cleaning shall be in accordance with steel structures painting Council Preparation Specification No. 6 Commercial Blasting Clean, SSPC-SP6 latest edition. FOB Delivery must be made to Arches National Park, 3 Miles North of Moab, Utah, 84532, by August 31, 2007. Evaluation will be based on 1) Technical proposal and 2) Price, with price being slightly more important. Proposals must be received at the park by COB, July 9, 2007. Offerors must include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.
