Description
The Naval Sea Systems Command (NAVSEA) and Southwest Regional Maintenance Center (SWRMC) intend to competitively procure the FY08 requirements for the Service Life Extension Program (SLEP) of Landing Craft, Air Cushion (LCAC) craft. Two separate unrestricted solicitations, one issued by NAVSEA, the other issued by SWRMC, are planned for release in Fall 2007 leading to the award of two firm fixed price contracts. This announcement only addresses the NAVSEA procurement. A separate announcement will be released to address the SWRMC procurement. NAVSEA will competitively procure SLEPs on three Assault Craft Unit Four (ACU-4) craft with an option (FY09) for three additional craft. The RFP will be issued in mid October 2007 or later. The LCAC SLEP scope of effort includes repair and upgrade of the buoyancy box (structural hull), gas turbine engine replacement, installation of a new skirt (inflatable hull), installation of an integrated Command, Control, Communication, Comp uter and Navigation (C4N) equipment package, and accomplishment of selected craft alterations and repair work. The gas turbine engines will be furnished by the Government. The SLEP effort is to be performed in accordance with Government prepared specifications, drawings, work item descriptions, and craft alteration records. The specification package has been changed from previous LCAC SLEP procurements competitions in order to facilitate offerors reviewing and understanding the scope of required effort. Offers will be accepted nationwide; however, work is to be performed at the Assault Craft Unit (ACU-4), Little Creek Naval Amphibious Base, Norfolk VA. Offerors are not restricted to Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) holders. Management and price proposals will be required. In preparation for the intended release of the solicitation, an LCAC SLEP Industry Day is being planned at ACU 4 on 10 July 2007. This Industry Day will include a tour of the ACU LCAC maintenance facilities and viewing of select LC AC. Responses of interest in this announcement are to be provided via e-mail to Mr. John Kimener at the following address: john.kimener@navy.mil with copy to kharrin2@csc.com. The e-mail subject line must be titled "FY08 LCAC SLEP." It is requested that responses be limited to one per company. Responses shall include company name, primary point of contact with full contact information (i.e., mailing address, telephone number, e-mail address), and a list of individuals who may attend Industry Day. Respondents will receive information concerning Industry Day as well as additional background information that will better define the scope of effort. Respondents will be requested to provide comments concerning the FY08 competition approach prior to Industry Day. It is requested that responses to this special notice be submitted by 20 June 2007 to ensure that there is adequate time to provide feedback to NAVSEA to plan for attendance of Industry Day.
