- This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation, number N00189-07-T-N063, is issued as a request for quotation (RFQ). The procurement is unrestricted with an applicable NAIC code of 532412 and a small business standard threshold of $6M. FISC Norfolk Naval Shipyard anticipates award of a firm fixed-price contract for the following service(s): Rental of one (1) each floating barge crane certified to NAVFAC P307 for operation at the Naval Propulsion Training Unit (NPTU), Goosecreek, Charleston, South Carolina with the following specifications- >Safe Working Load of 20,000 lbs minimum >Minimum dimensions: 20 ft x 30 ft >Contractor to provide crane operator and rigging personnel for eight (8), ten (10) hour days >Barge to be secured in place with spuds >Movement of the barge during the required rental period is not anticipated >Rental of the barge is required for the period of July 25, 2007 through August 17, 2007. Contractor?s crew (operator/riggers) shall be required for eight (8) days during this period of time. The government will provide the Contractor with a twenty-four hour notification of required services. The Government will furnish a load indicating device for rigging accomplished at NPTU Quotations shall include the following:* >Transportation of the crane/crew to and from NPTU >Set-up/Breakdown at NPTU >Total Labor Cost of Operator/Rigging Support >Hourly labor charge for Operator >Hourly labor charge per rigger >Crane Rental Rate: Daily, Weekly *Contractor shall clearly identify any other charge(s) associated with performance of this service. This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 05-17and the latest Defense Federal Acquisition Regulation Supplement (Change Notice 20070531). The following apply: FAR 52.212-1, 52.212-2, 52.212-4, 52.212-5 (incorporating 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37;52.225-15; 52.225-13; 52.232-33) ADDENDA: FAR 52.203-6; DFAR 252.212-7001 (invoking 252.225-7001) IMPORTANT NOTICE: DFARS 252.204-7004/Alt I, Required Central Contractor Registration (CCR) applies to this procurement. Please ensure compliance with this regulation prior to submittal of your quotation. Lack of registration in the CCR database may make a contractor ineligible for award. Offers shall be evaluated for fair and reasonable prices, technical acceptability, adherence to applicable clauses/provisions, required delivery schedule and a satisfactory past performance record. Parties responding to this solicitation may submit their quotation in accordance with their standard commercial practice (e.g. company letterhead, formal quote form etc) but MUST include the following information: 1) Complete company name, mailing and remittance addresses 2) Prompt payment terms 3) Delivery schedule 4) Taxpayer ID number 5) ALL COMPLETED CERTIFICATIONS AS REQUIRED HEREIN - SPECIFICALLY THOSE FOUND IN 52.212-3. All deliverables shall be FOB Destination, NPTU, Goose Creek, SC. All quotations must be received by this office NLT 4:00 PM (Local Time),25 Jun 2007. Responses to this RFQ shall be addressed to Karen England, Code 532.1G and shall either be express mailed to FISC NNSY Annex, Karen England, Code 532.1G, Bldg 1500, Portsmouth, VA 23709-5000, or e-mailed to karen.england@navy.mil.
