- NAICS Code: 541620 THIS IS AN UPDATE TO THE PREVIOUS ANNOUNCEMENT UNDER ENERGY GUIDED RESEARCH THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The U.S. Environmental Protection Agency (U.S. EPA), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 6.302-1 to Alliance to Save Energy (ASE) of Washington, D.C.. Please see the EPA website for the SOW at: http://www.epa.gov/oamhpod1/admin_placement/0701917/index.htm ASE is uniquely qualified to perform this work. The consumer market research requirement discussed in task 1 was conducted by both EPA and ASE. This task is a follow-on to research initially conducted. The Energy Efficiency Global Forum & Exposition conference discussed in task 2 is being conducted by ASE. The public service announcements in task 3 are proprietary to ASE and their existing media provide extensive information for consumers and for outreach activities. ASE is uniquely qualified to perform this work as they are an organization focused solely on improving the efficiency of energy use in the United States and more than two dozen developing and transitional countries. With 20 years of experience, it is a coalition of prominent business, government, environmental, and consumer leaders who promote the efficient and clean use of energy worldwide to benefit consumers, the environment, and the economy. The Alliance has developed an international reputation for cost-effective, energy-efficiency policy and technical assistance work. The Alliance emphasizes its public service mission with consumer multimedia campaigns focused on multiple benefits of energy-efficiency sector, significant third- party credibility and a stellar track record of media outreach and the production of award-winning PSA campaigns. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
