- GSA Office of Governmentwide Policy Information Resources Management Conferences Request for Information (RFI) PURPOSE: The GSA Office of Governmentwide Policy (OGP), Office of Technology Strategy, Interagency Policy & Management Division (MEA) intends to advance its market research using this RFI as a tool to seek information as followed: (1) Provide the best possible acquisition strategy for both the government and the vendor community. (2) How the vendors view the feasibility of our strategy. (3) To obtain information that helps the government understand from a vendor?fs perspective, what is relevant in making the acquisition marketable? (4) How incentives might be offered in our acquisition strategy. The intent of the RFI response is to seek the perspective of the vendor community regarding the market research approach intended for this acquisition. The MEA division plans to conduct individual meetings with interested vendors that respond to the RFI to further clarify and discuss the questions below, and to get a clear understanding of the vendor?fs viewpoint on the planned marketing strategy. These meetings will be scheduled between June 25 and June 28, 2007. Vendors who submit written responses to the below questions by June 21, 2007 at 5 pm EST, will receive further instructions regarding the individual meetings. RFI QUESTIONNAIRE: 1. Overall, do you believe our acquisition strategy is feasible? Will it work for your firm? How do you see the Government making this an acquisition that will work for Government as well as industry? 2. The Government wants to attain a goal of at least 250 (up to 450) government conference attendees at IRMCO 2008. In order to reach this goal, the Government plans to offer contractors an incentive for its marketing and following-up efforts. If the goal is reached, the Government will allow an increased number of sponsor representatives during the conference. Do you see this as a good incentive as a vendor? Please explain. Are there other viable incentives you recommend to optimize this acquisition strategy? 3. Currently the ratio of attendees at IRMCO is 3:1 government to vendor. With this being a premiere government conference, the current ratio works well for the government. From a vendor?fs point of view, how do you view this ratio? What approaches can be employed to ensure, this ratio provides that? How can we make this work better for you, while keeping the brand positioning of the IRMCO conference? 4. What is the typical number and composition of skills of the team committed to a conference similar to IRMCO? Are they usually working exclusive on one conference or working on multiple conferences? 5. What type of networking activities do you see as beneficial for IRMCO? 6. Given the funding and budgeting strategy stated in this acquisition, will the goals be achievable for both government and industry? Can the costs be kept to a minimum for attendees, i.e. preferably between $300 and $800? What concerns you about this process? What might you suggest as a viable strategy? 7. What is an effective marketing plan to reach different management communities in the CFO, CIO, CAO and HR communities? 8. Are the goals and the requirements in the draft Statement of Work (SOW) clear and understandable? Are there areas that need to be further clarified? SOW is located in Amendment 01 of this RFI. 9. Provide comments to the draft SOW. 10. Are there issues that we have not addressed that should be included in the RFI? BACKGROUND: This division provides primary technical and management services to interagency groups such as the Chief Financial Officers Council, Chief Information Officers Council, the Chief Acquisition Officers Council and the President?fs Management Council. MEA works with the Office of Management and Budget and other Federal agencies to identify opportunities for common policy, measures, and standards for addressing Governmentwide issues in the financial, procurement and information technology areas. MEA coordinates with OMB and Federal agencies to coordinate policy development, publicize lessons learned and leading practices and conduct studies, analyses and assessments on related issues. MEA works to broaden understanding of cross- Government processes, interagency, and inter-disciplinary needs and activities by providing organizations and individuals with opportunities for message development and dissemination. Further, MEA is the sponsor of the Interagency Resources Management Conference [IRMCO] the mission of which is communication, education and interaction between Federal agencies at the national, regional, local levels and to provide a favorable atmosphere to interact and to discuss common issues and best practices. GSA owns the IRMCO Conference, its name, and protects its service name and service mark. ?? IRMCO MISSION: The mission of IRMCO is to provide a forum within which senior government executives can exchange knowledge and share experiences in achieving outstanding performance for their agencies. ?? IRMCO OBJECTIVES: To share the most current thinking about policies and strategies of the current administration. To help executives in achieving their agencies mission and objectives. To create a network of peers within the executive realm of government in order to foster interagency knowledge sharing, coordination and collaboration. ?? IRMCO GOALS: To maximize attendance by the Chief Information Officers, Chief Acquisition Officers, Chief Financial Officers, and Chief Human Capital Officers (CXOs) across all Federal Agencies. To maximize attendance by other Federal executives, such as managers of major government programs. INSTRUCTIONS TO PROSPECTIVE VENDORS Offerors?f responses to the RFI shall be submitted by 4:30 pm EST, June 21, 2007. Any applicable GSA FSS schedule contracts or any other existing Federal government contract vehicles. II. RFI Questionnaire Response Responses may not exceed 15 pages. Proprietary materials will neither be distributed nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The Government will not provide comments to any vendor?fs submission. However, responses to the information submitted may be reflected in the final SOW.
