Description
The U.S. General Services Administration is seeking a contractor to provide Art Conservation Assistance Services for specialty art glass that will be moved from its existing location in Blaine, WA to an interim display location in Tacoma, WA. Services will include but are not limited to: identification (including photographic) and documentation of the condition of the art pieces; recommendations regarding the care and maintenance of the art pieces; oversight of the packing and moving process (moving and conservation services to be provided by the artist?s studio); and, verification of the items prior to their installation in the display location. The solicitation will likely include an option to provide the same services at a later date when the pieces are returned to Blaine, WA and installed at the new facility. This will be a negotiated procurement handled in accordance with the Source Selection procedures outlined in FAR Part 15. Selection will be based on the Low Price Technically Acceptable approach. The Government may make award based on initial offers, so negotiations should not be assumed but may be conducted if it is found to be in the best interest of the Government. Offerors shall consequently provide their best pricing with their initial proposal. Offerors will submit technical and price proposal information in separate envelopes. Go/No-Go technical evaluation factors against which offerors are likely to be evaluated include: 1. Ability to provide a Project Manager that is a certified professional by the American Institute for Conservation (AIC) of Historic & Artistic Works, and 2. The AIC professional is able to demonstrate recent (within the past 5 years), successful experience with art glass conservation work of an equivalent nature and complexity to that proposed for this project. Offerors that meet these technical criteria will have their pricing proposals considered by GSA, with the intent of selecting the lowest priced technically acceptable offer. A Request for Proposal (RFP) package for this procurement is expected to be available by June 20, 2007, with proposals due to GSA by July 3, 2007. Interested contractors may contact the Contracting Officer specified below with questions and for copies of the RFP. Due to the very specific nature of the technical qualifications of this RFP, this procurement will not be set aside exclusively for small business, but will be open to participation of large business to ensure adequate competition. The small business size standard for this NAICS code (711510) is $6.5 Million.
