- NASA/GSFC intends to purchase flight model pressure regulators from Autoflow under the authority of Only One Responsible Source, due to Autoflow's unique capabilities and its history as a partner in the development of the SAM instrument suite, which is part of the 2009 Mars Science Laboratory (MSL). The data from the SAM suite provides critical information for understanding basic scientific facts underlying the investigation of habitability on the planet. Autoflow has previously designed, developed, and delivered prototype miniature pressure regulators to the SAM project. The requirement for flight regulators is a continuation of the current Autoflow prototype regulator that must fit into the existing SAM mounting structure. The SAM pressure regulators are based on the Autoflow regulators manufactured for GSFC and used on the Cassini/Huygens mission. These designs are proprietary to Autoflow and are of the highest technical readiness level of any regulator in industry. They have flight heritage and will require minimum qualification testing. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
