Description
DESCRIPTION: This notice is being issued as part of the market research to identify potential sources interested in providing Base Operating and Material Management Services for the National Geospatial Intelligence Agency, in the St. Louis, Missouri area. Services required in fall of 2008. Base Operation and Material Management Services to include: Janitorial services; security services (e.g. badging office, registry, courier, escorts and guard augmentation); construction layout, management and inspection for systems and facility upgrades; preventive, predictive and corrective maintenance for facilities and infrastructure equipment; roads and grounds maintenance; integrated pest management; refuse collection, safety and occupational health (including nurse and physician services); environmental compliance; protocol; customer support; secretarial support; emergency preparedness planning and force protection planning. Services also include classified material collection, recycling and disposition; freight management; mail services; vehicle management(controlling use of, scheduling maintenance, and chauffeur duties); material handling; equipment accountability/disposition; receipt and delivery of supplies and equipment; real property management and hazardous waste management and disposal. The contractor, to effectively accomplish the stated services must manage work orders and service calls; implement a quality control program; conduct plant/facility engineering; base-line critical systems; conduct a configuration management, design engineering and safety engineering program; develop long-range planning and monitor and manage utility systems. Infrastructure equipment includes elevators, facility control systems, HVAC, fire detection and alarms, security cameras, scanners and alarms, electrical, UPS/generators and waste water and water systems. Normal hours of operation for the majority of services are 0600-1600 Monday through Friday. Services including, but not limited to, Janitorial, Security Access Control, and Energy Management and Control System operations would be accomplished 24/7 or other than standard business hours. The majority of janitorial services would be accomplished during evening hours. The contractor is advised that additional requirements would be performed during other than normal working hours to preclude mission degradation; i.e. emergency operations, special events and crisis situations. The contractor would also furnish all management, supervision, manpower, supplies and equipment (with the exception of networked computers, which will be provided by the Government). This is a highly secure facility, and all contractor employees' must be U.S. Citizens, undergo security clearance checks, and be able to possess a Top Secret/SCI Clearance and the potential for a polygraph test. Contract period of performance would be from date of award to include a base period and subsequent option years. Firms responding to this sources sought notice must (1) state whether they are a small or large business; if applicable, identify subcontractors to be used, or currently used on existing, similar projects, and their anticipated responsibilities; (2) provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of work, points of contact, and phone numbers; and (3) any other pertinent information which would provide information regarding your firm?s capabilities in providing the services identified above. Responses should be limited to five pages and include all information specific to this Sources Sought Synopsis. Responses should be received by close of business on 9 Jul 2007 This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government, nor will the Government pay for information solicited hereunder.
