Description

PRESOLICITATION NOTICE for FA8601-07-R-0039, Project Number ZHTV 990002, Repair Coal Bunker, Facility 20770, Area B, WPAFB Period of Performance is 120 days for the construction portion. Construction must start no earlier than 1 May 08 and be completed no later than 1 Oct 08. The overall estimated price range is between $1M and $ 5M. The solicitation is an unrestricted acquisition, full-and-open competition. In accordance with DFARS 252.204-704 required Central Contractor Registration (CCR), Contractors must be registered in CCR prior to award. SCOPE OF WORK: Requires replacement of a failing coal bunker with three chambers in the WPAFB, Area B central steam plant. The project SHALL REQUIRE A NEW DESIGN, demolition, and installation of a more efficient STRUCTURAL STEEL COAL BUNKER with a polymer coating to provide for better flow ability of coal and extended life. SPECIAL REQUIREMENTS/CONCERNS: The work also includes excavation, concrete/asphalt pavement, electrical work, and plumbing. This construction portion of this project must be accomplished from 1 May through 1 Oct (non-winter months). This is relatively a short work performance window for a contract with multiple critical tasks that must be completed in order so that the heating system is fully operational in time for the heating season. It is vital that the steam/heat to the affected facilities be available at the start of winter season. NOTES: 1. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site. 3. There is no fee for this solicitation. 4. A hard copy of the solicitation will be available for review at Dayton Builders Exchange, Minority Contractor Business Assistance Program, and F.W. Dodge Division in Dayton, OH. 5. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 6. Contractors shall be capable of securing bonding for the total proposed amount. 7. Contractors shall provide a signed copy of the SF 1442 by the proposal closing date specified in the solicitation. 8. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts.
