- The U.S. Department of Energy (DOE) Headquarters, Energy Information Administration (EIA), intends to award a sole source purchase order to Lloyd???s Marine Intelligence Unit (LMIU), of London, United Kingdom, for purpose of procuring access to the Analysis of Petroleum Exports (APEX) database with monthly and weekly updates. Included are the flowing subscriptions and licenses for Weekly VLCC updates and Weekly Suezmax updates. This data is used by the EIA to support its: Contingency analysis, the Short-term Energy Outlook, the International Energy Outlook, assessment of weekly and monthly oil imports, and numerous policy and event driven analyses prepared for DOE and Federal government clients. This proposed action is for services for which the Government intends to solicit and negotiate with only on source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 15 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
