Description
THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. The following requirement is a 12 month effort to be solicited utilizing FAR Subpart 13 Simplified Acquisition Procedures, which are mandated by Congress to be set aside for small businesses. The Government anticipates a total of 10 awards. The intent of this notice is to determine whether there are capable service disabled veteran owned small business concerns or HubZone small business concerns that have the core competencies necessary to provide this service requirement and if there is sufficient competition to make further set asides. The U.S. Department of Health and Human Services (HHS), Office on Womens Health (OWH) is seeking organizations to implement new programs that provide prevention/intervention education on a community level to girls that are putting themselves at risk for gang involvement and STD/HIV/AIDS infection and juvenile delinquency. DHHS/OWH defines girls as persons aged 9-16 years. The goal of the subject program is to help OWH achieve its mission of disseminating information and improving health-promoting behaviors across a womans lifespan. The NAICS Code is 624190 and size standard is $6.0M. To ensure that services reach at risk girls a contractor will need to work with relevant stakeholders in developing the program and identifying the targeted group. Contractors shall (a) have knowledge of and experience in developing programs that focus on STD/HIV/AIDS and the girl gang phenomena, (b) demonstrate experience building partnerships and developing coalitions with members of advocacy groups that support girls with STD/HIV/AIDS and juvenile delinquency, (c) have experience recruiting and retaining organizational participation in similar program, (d) have experience recruiting and retaining participants to participate in similar programs, (e) have experience recruiting and retaining qualified staff to develop and execute program activities and events that provide prevention/intervention education. Interested contractors possessing ALL of the required capabilities, items (a) through (e) above, should submit a cover letter along with a capability statement, not to exceed 10 pages, demonstrating the ability to perform ALL aspects of this requirement. Responses must include: the contractor?s name and business address; the name of a point of contact and contacts e-mail address and phone number; firms DUNS number, so the Government can verify the firms business size in the Central Contractor Registration (CCR) system; a list of previous contracts for similar type requirements (include the contract number, a description of the work, name of a contact person and telephone number and e-mail address); and any company literature or brochures that may be relevant. Company literature and brochures will not count against the 10 page limit, however if the literature or brochures support the required capabilities, it is incumbent that the contractor reference in the cover letter or cross reference the capability with the specific place where it is addressed in the company literature or brochures. Referencing a website as a response to this announcement is unacceptable and will not be considered or reviewed. Service disabled veteran owned small business concerns and HubZone concerns are encouraged to respond. Responses are due 10 days from publication of the announcement and shall be sent by e-mail to Jody.O?Kash@psc.hhs.gov and reference the announcement number.
