- THIS IS A SOURCES SOUGHT NOTICE. NAICS CODE: 541611 The Department of Homeland Security (DHS), US Coast Guard (USCG)Office of Contract Support, plans to establish a Performance Based Single or Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract governed by 41 U.S.C. ?? 253h-253k and FAR Subpart 16.504-16.506 for the U.S. Merchant Mariner Credentials (MMC) program as mandated by 46 United States Code (U.S.C.) 2103, 46 U.S.C. chapter 71, Chapter 73, the Maritime Transportation Security Act (MTSA) of 2002, Section 101, Public Law 107-295, 116 Stat. 2064, DHS Delegation No. 0170.1 for The USCG National Maritime Center (NMC). This acquisition is 100% set-aside for small firms in accordance with FAR 19.5 and the applicable NAICS Code is 541611 with a size standard of $6,500,000.00. For the calculation of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA's Small Business Size Regulation located at http://www.sba.gov/regulations/121/. MMC support will include the following 1) Technical: Processing and Evaluating Applications, b) Producing Credentials, c) Screening applicants, d) Monitoring, Maintaining and Improving records, and e) Providing customer service assistance and administrative support for all credential processing. 2) Information Technology Support. An interested firm will be required to possess an in-depth knowledge of the maritime industry in the following areas: regulatory and treaty/convention compliance, technical/operational support, database management, process and documentation control, and the merchant mariner-credentialing program. The estimated annual value of this requirement is $17,000,000 per year. A significant amount of the work will be performed on-site at the National Maritime Center located in West Virginia and 17 Regional Examination Centers located throughout the US. The purpose of this Sources Sought Notice is to gain knowledge of interested and qualified Small Businesses with experience in the aforementioned disciplines and is only for informational and planning purposes. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, and or data submitted or preparation costs for submittals in response to this notice. DHS USCG is requesting all interested Small Businesses to respond to this notice with the following information, not to exceed two (2) pages: Page 1: Company name, address, point of contact, phone and fax number, e-mail and website, and a list of relevant contracts your firm is currently performing or has completed within the last three years. Page 2: A narrative summary of company information and capabilities. Responses to the notice will not be returned. Respondents will not be notified of the result of the review.
