- Description: This is a Request for Information Only. This is NOT a request for quote or proposal submission. NO QUESTIONS will be answered on this request for information. Your response shall be based on the information contained within this notice. Federal Motor Carrier Safety Administration (FMCSA), General Counsel?s office is seeking information on industry?s capability with experience in all aspects of managing and processing large document productions to provide support to answer a significantly broad FOIA request. Interested sources must capable of providing the most cost-effective, modern, innovative technological and accurate processing of this FOIA. Examples of technological solutions that may be appropriate are, without limitation, Electronic Data Discovery (EDD), current review tool, on-line hosted repository for review, and native review. The final legal review and determination will be conducted by government attorneys. It is anticipated that most of the work will be performed at the contractor?s facility, except for the establishment and monitoring of the reading room established for this FOIA. The FOIA request is for all FMCSA records created or gathered over a 58-month period that pertain to FMCSA plans and programs to evaluate the safety of Mexican trucking companies who have applied to operate throughout the United States. Over 30 FMCSA divisions, offices, and personnel nationwide report responsive records. The estimate of responsive records is 100,000 ? 500,000 pages. Inadvertent, redundant reporting of some records and inadvertent reporting of records already in the public domain is part of this estimate. Approximately 43% of records are in electronic form. Interested sources shall provide a white paper, of no more than 3 pages, containing the following information: a) Name of the company, b) Contact person with all contact information, c) NAICS under which the company would perform this type of work, d) DUN?s number, e) GSA contract number and effective/expiration date, if any, under which this work can be performed, f) Brief capability statement of the company with 2 -3 references to verify quality of prior performance of similar work, g) Proposed pricing strategy, rough order of cost and a short synopsis of proposed pricing approach, and h) proposed performance period and anticipated risks. Based upon responses received, the Government will make a determination of the approach for the acquisition strategy. Information shall be provided to Ms. Ruby Mixon at ruby.mixon@dot.gov no later than June 19, 2007 1:00PM EST.
