- GENERAL PROPOSAL INFORMATION: This proposed procurement is Unrestricted, FSC 8711, NAICS is 541330 with a size standard of $4,500,000.00. Acquisition for Building Commissioning Services for NGA is being advertised as a Request for Proposal (RFP). The request for proposal requires separate technical and cost proposals. The proposal will be evaluated and the contract will be awarded to the offeror providing the best value using a trade-off analysis. The award will be made to the offeror whose propo sal is considered most advantageous to the Government, costs and other factors considered. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The solicitation is scheduled to be issued on or abou t 05 July 2007 with proposals due on or about 07 August 2007 , the NAICS code 541330 for Contracts and Subcontracts for Engineering Services Awarded Under the National Energy Policy Act of 1992, size standard = $4.5M. The commissioning support shall be f or all work undertaken to support US Army Corps of Engineers and its customers located within USACE North Atlantic Region boundaries and assigned North Atlantic Division mission areas within the continental United States (CONUS). The technical proposals will be adjectively evaluated. The cost proposals will be subjectively evaluated. Award will be based on the proposal which may include Best and Final Offers from those offerors in the competitive range. EVALUATION CRITERIA: 1. Experience Matrix/Narrative: This information serves to insure the offerors have a high level of experience prior to being further evaluated. 2. Management Plan: This information permits the evaluation team to make a reasoned judgment regarding the offerors ability to manage the projects expertly and efficiently for all tasks to include travel, staff, schedule, ets. 3. Sample Plans: These will permit the government to review the offerors existing plans. 4. Past Performance: This information is one indicator of an offerors ability to perform the contract successfully. SUBCONTRACTING: Large Business must submit a Subcontracting Plan in accordance with Section 00100 of the solicitation package. The Small Business Goals are 65% of the total value of subcontracted work. Of that 65%, 20% shall be with Small Disadvantaged Businesses 9SDB), 10% shall be with Women Owned Small Businesses 9WOSB), 3% shall be with Historically Underutilized Businesses (HUB Zone), 3% shall be with Veteran Owned Small Businesses (VOSB) and 3% shall be Service Disabled Veteran Owned Small Business es (SDVOSB). All responsible sources may submit an offer which shall be considered by the agency. ADDITIONAL INFORMATION: The solicitation will be issued to all authenticated account holders of Federal Technical Data Solution System (FedTeDS). There is a one-time registration process for vendors/contractors, and accounts may only be attained by CCR-r egistered contractors/vendors; go to www.fedteds.gov for additional information.
