Description
The US Army Corps of Engineers, Portland District John Day Dam Project, intends to award a Firm-Fixed Price (FFP) supply contract to a contractor able to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items neces sary to perform the fabrication of two (2) new spillway stop-logs to match the existing stop-logs at the John Day Dam. The contractor shall be required to fabricate, according to drawings and specifications. All welding shall be done by an AISC certified weld shop with qualified welders. All full penetration welds shall be done in accordance to AWS D1.1 table 6.3 for dynamically loaded tension welds. All full penetration welds will need to pass 100% ultrasonic testing before being accepted by the Govern ment. The John Day gantry crane can assist in unloading the stop- logs from the contractors truck once delivered to the site. The performance period for this contract will be 10 weeks, or sooner, after the contract award date. The administrative/contr acting point of contact (POC) is Frank Gutierrez, (503) 808-4626. The Request for Quote will be procured for the fabrication and delivery of the two stop-logs at the John Day Dam, located at Rufus, OR. The North American Industry Classification System (N AICS) code for this acquisition is 332312, with a small business size standard of 500 employees. Please identify your business size in your response based upon this standard. The request for Quote will be issued and available to download from the US Army Corps of Engineers, Portland District, Internet Website on or about 22 June 2007. The quote will be due on or about 20 July 2007, by 4:00 pm (PST). Responses received after that date and time will not be considered. Please be aware that facsimiles and electronic transmissions will not be accepted. It is the intent of the Government t hat all prospective quoters visit the jobsite for the purpose of acquainting themselves with local conditions and to discuss any questions that may arise. Therefore, as per FAR Clause 52.237-4001, Site Visit (May 1990): An organized visit has been scheduled for 27 June 2007, at 9:00am. Participants will meet at the John Day Dam Project Office, Rufus, Oregon. In order to participate in the site visit you must send the required documentation outlined below to Dave Mackint osh via email at david.c.mackintosh@usace.army.mil, at least 24 hours prior to the site visit. If you have any questions you can contact Dave at (503) 506-7891. Anyone not on the approved list prior to the start time of the site visit will not be allowed through the security gate. The following information is required for each individual who will be attending the site visit: (1) Name (2) Company (3) Position (4) Work phone number (5) Date and place of birth In order for foreign nationals to participate in the site visit under Force Protection Condition (FPCON) normal, along with the aforementioned information, a legible copy of their passport and visa must be provided. This is necessary for security purposes to gain entry to the facility. Further, if the FPCON level is at Alpha or higher, the aforementioned information is required three (3) working days prior to the site visit for processing via the Foreign Disclosure Office with the U.S. Army Corps of Engin eers  Headquarters. If the required information is not provided as specified or the individual does not pass the Government's security check, then the said individual will not be permitted to attend the scheduled site visit. The solicitation package will be available for download from the Federal Technical Data Solution or FedTeDs, www.fedteds.gov; you must be registered in FedTeDs to download this solicitation. Any changes and/or updates to this procurement will also be post ed on the Federal Business Opportunity (FBO) website, http://www.fedbizopps.gov . Responses to the RFQ should include the company name, street address, city, state, country, zip code or postal code, POC, POC telephone, and email address. In order for contractors to conduct business with the Department of Defense, they must be approved and registered in the Central Contractor Registration, at website www.ccr.gov, befo re award can be made.
