Description
The Bureau of Indian Affairs (BIA) intends to award a single contract to provide program planning, monitoring and reporting to ensure that the Department of the Interior meets the American Indian Probate Reform Act of 2004 (AIRPA) and probate goals. The Department of the Interior has been involved in a multi-year project undertaking to implement the American Indian Probate Reform Act of 2004 (AIPRA), Public Law 108-374, which revises realty and probate and estate services, and the Probate Caseload Reduction Project to eliminate the backlog of requests for probate and estate services. Contractor will also assist Trust Services in the integration of probate and ownership records and the development of metrics, guidelines and resource plans for trust programs. Under this proposal, Contractor deliverables fall into three categories: 2.0.1 IPRA Implementation Management a. Program Financial Management Reports ? Contractor will deliver reports comparing planned budgets and actual expenditures on a monthly basis or as requested by the Project Manager; b. Program Status Reports ? Contractor will deliver program status reports on a monthly basis or as requested by the FPO; and 2.0.2 Probate Services Administration a. Program Resource Plans ? Contractor will develop proposed project and personnel plans and performance expectations for fiscal year 2008 and fiscal year 2009, as requested by the Federal Program Officer or designate. b. Program Financial Plans ? Using approved personnel plans, Contractor will develop proposed distribution scenarios for funding probate services at the region and agency level. Distribution scenarios will be created for fiscal years 2008 and 2009 at the request of the FPO or designate. c. Program Status Reports ? Contractor will produce weekly probate progress summaries as requested by the FPO. d. Management Summaries ? Contractor will produce bi-monthly probate management summaries identifying periodic progress, current actions and outstanding issues. Contractor will also produce quarterly executive summaries for DOI executive leadership. 2.0.3 Trust Services Resource Planning a. Resource Planning Guidelines ? Contractor will deliver resource planning guidelines for programs identified by the Federal Program Officer. b. Trust Services Resource Plan -Using the published resource guidelines and program information provided by the Federal Program Officer, Contractor will develop consolidated resource plans for designated trust services. This plan will identify how resources are to be allocated within trust programs to accomplish specific production milestones and timelines Services under this contract will be performed at BIA locations Washington DC and other locations required by the Department. All potential contractors will be required to pass a security background check before beginning performance on an award. The solicitation will be available approximately July 1, 2007. The proposal due date will be included in the instructions to offerors within the solicitation.
