- PRESOLICITATION NOTICE: N1400072083, Dinosaur National Monument, Road Chip Seal The National Park Service (NPS) is planning to award a contract to provide chip sealing and traffic markings of existing roadways at Dinosaur National Monument, Dinosaur Colorado. A) For further information you may email: John Norway, Contracting Officer, at john_norway@nps.gov. B) Brief Description of Project Scope: The work of this contract will consist of surface treatment of the Harpers Corner Road, mile posts 4.4 to 11.1. The work for mile posts 0 to 4.4 will be requested as additive work. Treatment shall consist of surface treatment of roadway to include chip seal, fog seal, and re-striping. C) All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. D) Estimated Price Range: Between $250,000 and $500,000. E) The request for proposals and construction documents shall be available without charge, through www.fedbizopps.gov. Work will be completed in accordance with government furnished specification and plans. A paper solicitation will not be issued and electronic submission of contractor proposals will not be accepted. F) Pre-proposal Site Visit: Information regarding the site visit will be included in the solicitation. It is highly recommended that the Contractor visit the job site prior to submitting a proposal. G) Proposed Contract Type: Firm fixed price contract with unit pricing as set forth in the line items of the solicitation's contract proposal schedule. H) Schedule: All dates are tentative and may change. Issue Request for Proposals: 07/02/2007; Proposal due date 08/02/2007, Award contract 08/13/2007; Issue Notice to Proceed 08/27/2007; Completion of contract performance 10/27/2007. I) Evaluation Criteria: Selection will be based on price and non-price factors and award will be made to the offeror presenting the Best Value to the Government. The Government will not accept an offer for award on the basis of superior capability without concern for the price of the offer. Factors are listed in descending order of importance. **** Non-Price Factors **** 1. Past Performance: A measure of the degree to which an offeror has satisfied its customers in the past. The NPS will evaluate past performance based on contracting references provided by offerors, the Government's knowledge of offeror's past performance, and / or references obtained from any other source. 2. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that prior experience is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. Offerors will be required to submit information regarding projects they have completed within the past five years. **** Price **** All evaluation factors other than price, when combined, are more important than price.
