Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole source indefinite delivery indefinite quantity firm fixed price five year contract (base year plus four one-year options) to DCS Corporation, 46641 Corporate Drive, Lexington Park, MD 20653 for an AN/ARC-210 based Portable Radio System (PRS). DCS Corporation is the only know firm having an existing off-the-shelf item that will be immediately available for purchase and delivery to meet the Global War on Terror stringent delivery requirements. Number of days for normal delivery is 120 days ARO. The system shall be an off-the-shelf unit with the first unit ready to deploy concurrent with contract award. The system shall be compatible and interoperable with standard AN/ARC-210 radios such as the RT-1851(C)/ARC and controls such as the C-12561A/ARC, C-12719/ARC and the CDNU 800. The system shall include military quality line-of-sight and Demand Assigned Multiple Access DAMA SATCOM antennas suitable for the mission and the desired AN/ARC-210 functional capabilities. Specifications of the PRS require that it shall be able to be used as an Operations Duty Office (OD) radio or as an ARC-210 trainer. The PRS shall support all ARC-210 voice modes of communication, with variants possessing wiring provisions necessary to exploit data communications. The PRS requires a high reliability power supply. The power supply shall be suitable for operations in most world locations. It will accept 90 ? 265 Volts AC, 50 ? 400 Hz single phase as well as 28 VDC. The PRS shall be housed in a water-tight, composite material enclosure which has been tested in accordance with MIL-STD-810F and shall be suitable for deployment with Special Operations Forces (SOF), United States Navy (USN) and United States Marine Corp (USMC) aviation detachments. The electronics shall be installed in an easily removable rack mount with multi-axis shock mounts. The PRS shall be capable of MIL-STD-1553 control via the CDNU 800, serial control via existing AN/ARC 210(V) Remote Controls, or both. The PRS shall be fully capable of exploiting all modes of AN/ARC-210(V) DAMA SATCOM. It requires selection of a high gain, transportable SATCOM antenna, to eliminate the need for both the High Power Amplifier and the LNA/Diplexer. Line-Of-Sight shall be enhanced through the use of a transportable VHF/UHF antenna which is optimized for the ARC-210?s parameters. The PRS shall have the following I/O interfaces; DS-101 Black & Red Fill Ports, 1 Audio Input, 1 Audio Output, Antenna Port, GPS Time Input, and Data Connector for connection ancillary devices (variant dependant). The PRS shall have Input Power of 28 VDC, 90-265 VAC, and 50-400 Hz and Output Power of AM 10-15 watts and FM 15-23 Watts. The PRS shall be capable of controlling the AN/ARC-210(V) in any of the following resident functional modes: Normal Single Channel U/VHF simplex communication, Embedded International Maritime frequency table, 5 KHz and 25 KHz DAMA SATCOM, SINCGARS, HAVEQUICK I/II, Scan (4 Preset Channels), Two Guard Frequencies of 121.5 MHz and 243.0 MHz, Embedded COMSEC, Squelch, Software Reprogrammable, and Volume Control. The PRS shall support the following frequency ranges, VHF 30-88 MHz Close Air Support, VHF 108-118 MHz Navigation (Receive Only), VHF 118-137 MHz Air Traffic Control, VHF 137-156 MHz Land Mobile, VHF 156-174 MHz Maritime, UHF 225-400 MHz Military, UHF 400-512 MHz Land Mobile. The PRS shall support the following PRESETS; 25 single channel, 25 ECCM, SINCGARS Cue and Cold Start (Manual Channel), 10 DAMA SATCOM, 5 half-duplex, 56 Embedded International Maritime Frequencies. It is estimated that 20 units per year will be ordered with delivery to the Patuxent River, Maryland Naval Air Station complex. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
