- THIS IS A COMPETITIVE REQUIREMENT WHICH IS RESTRICTED TO CERTIFIED 8(a) ELIGIBLE SMALL BUSINESSES ONLY THE REQUEST FOR PROPOSAL (RFP) IS AVAILABLE AT http://www.epa.gov/oamhpod1/admin_placement/0615407/index.htm Amendment #1 The anticipated release date for the Request For Proposal (RFP) is June 15, 2007. The RFP will be issued as a competitive 8(a) small business setaside under FAR 19.805. Amendment #1 The anticipated release date for the SOW is June 15, 2007. This is small business set-aside restricted to eligible 8(a) firms, using FAR 19.8, for written information only. The government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested. The U.S. EPA's National Center for Environmental Economics (NCEE) is conducting market research to determine potential 8(a) sources for technical support assistance in the areas of Risk Assessment/Risk Management, Benefit Assessment and Technology Assessment/engineering Cost Analysis, using FAR Part 15, Contracting by Negotiation. Technical support tasks include: (1) Literature and Document Review; (2) Document Preparation; (3) Peer Review; (4) Data Acquisition and Database Management; (5) Logistical Support; (6) Outreach Support; (7) and Survey Analysis. The North American Industry Classification System (NAICS) code for this procurement is 541611, with a size standard of $6.5 million. THIS IS NOT A REQUEST FOR COST PROPOSAL. This is a request for interested 8(a) firms to submit a brief capability statement, demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than five (5) pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statement should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Technical support experience; (5) Business size and classification. Businesses should submit an electronic copy of the requested information to Iris Redmon via e-mail at Redmon.iris@epa.gov, or via fax (202) 565-2561 no later than August 10, 2006, 4:00 p.m. EST. No contract will be awarded on the basis of offers received in response to this notice. Telephone requests or inquiries will not be accepted.
