Description
The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 12, Acquisition of Commercial Items, to The Mathworks, Inc., of Natick, Massachusetts. The purpose of this acquisition is to acquire MATLAB software to develop mathematical models for the simulation of exposure to chemical hazards, including the interpretation and incorporation of data from in vitro, laboratory, clinical and residential exposure studies. Subscription includes new version updates and technical support for one year for modules for graphical development, optimization, Statistics, signal processing, system identification, analytical solutions, interpolation, and partial differential equations. Staff uses MATLAB as primary software to develop and test models. MATLAB allows modeling of general dynamic systems, including novel enhancements of PBPK models, and has capabilities to incorporate diverse data, ranging from field studies to genomics, into models. To accomplish commitments to eventually provide useful stand-alone object modules, it is necessary to acquire the software renewals from the sole MATLAB vendor. MATLAB has unique modular capabilities through its series of toolboxes for computation, programming, and analyses of data and results. The NAICS code for this procurement is 511210. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
