- Sources Sought and Preliminary Site Visit Announcement. The Millennium Challenge Corporation (MCC) seeks on-call technical assistance and maintenance support on a 24/7/365 basis from a vendor with certified Alcatel technicians to provide support for the existing MCC Alcatel VoIP telephone system. The Alcatel telephone system installed at MCC supports 450 employees and other staff located in the U.S. and internationally. The Alcatel system was installed in the 2004/2005 timeframe and initially provided digital support but has been upgraded to support voice over IP (VoIP) and SoftPhone. The primary server, which includes the agency's PRI's, is located in the MCC main headquarters at 875 15th Street, N.W. in Washington D.C. In February 2007, a second location at 1401 H Street, N.W. was designed to provide spatial redundancy for the primary system. An additional PRI is currently in progress for the secondary site. The sites are currently connected by a 50MB Ethernet circuit which also acts as a failover route for data. The system must be kept up to date with the latest manufacturer software/firmware releases as approved by MCC. Service requirements include 1) Troubleshooting and problem resolution, as needed; 2) Review of all software maintenance releases and a written assessment on their applicability for the MCC; 3) Installation of software/firmware updates as needed; 4) Compliance with and execution of all manufacturers maintenance procedures; 5) Response to major system outages within two hours and minor system outages within twenty-four hours. Major system outages are defined as the loss of 40% or more of telephones or telephone lines; 6) Assistance to MCC IT staff to address telephone system issues (response time same as minor system outage); 7) Assist MCC IT staff with configuration of additional telephone sets, faxes, and other telephone system equipment as needed; 8) Repair or replace any listed equipment with compatible unit; 9) Documentation of the overall phone system; 10) Development of system failover and recovery documentation; 11) Implementation of call accounting; 12) Identification of system deficiencies; and 13) Integration with the MCC's Active Directory. The contractor shall perform services at the MCC facilities at 875 15th Street, N.W. (Bowen Bldg.) and 1401 H Street, N.W. (City Center), Washington D.C. and at the contractor's facilities. No office space will be provided at the MCC locations. The performance period of the contract is estimated from contract award through December 31, 2007. Options for continued service will be included in the contract. A site visit is scheduled for Monday, June 25, 2007 at 2:00 p.m. in the MCC City Center facility. In order to attend the site visit, interested vendors must send an email to Kathy Spainhower at spainhowerk@mcc.gov not later than 11:00 a.m. on June 21, 2007 to ensure access to the facility. The email must contain 1) Names of ALL attendees and citizenship; 2) Number of certified Alcatel technicians currently on staff; 3) A capabilities statement. Approved attendees must arrive between 1:30 and 1:50 p.m. at 875 15th Street, N.W., 2nd Floor Lobby, Washington D.C. to be escorted to the meeting in the City Center facility. Once a final procurement strategy is determined, a RFQ will be issued.
