Description
The National Geospatial-Intelligence Agency (NGA) is seeking information from potential sources to support the Agency's need to acquire Vision Testing Services for key Agency positions. Based on the feedback received from this solicitation, NGA plans to issue a Request for Proposal (RFP) which will delineate the selected acquisition strategy. This is an inquiry for informational purposes only. This is not a solicitation for proposals. The contractor must be able to perform the requirement as outlined in the Vision Assessment Guidelines (Tasks 19 and 20) for Selected NGA Work Roles. These physician's manuals, dated May 2006, coupled with the NGA Vision Testing Statement of Work (SOW), form the basis of the compulsory skills needed to perform the targeted requirement (these reference documents can be found on FEDTEDS). The targeted NAICS codes for this effort are 621320 and 621111. We are considering several contract types including firm-fixed price and time and materials, however, any input into other approaches is welcomed. The period of performance is for one year beginning October 1, 2007 with estimated one-year options to year 2010. This work will be performed throughout the continental U.S., although support may be extended globally. Please identify your business as a Large Business, Small Business or 8(a) certified, if applicable. Interested sources shall demonstrate their abilities in accordance with the corresponding SOW and applicable physician's manuals. Responses are to be submitted electronically by 12:00 p.m. on June 22, 2007. All submissions and questions are to be submitted to the contract specialist identified below. Vision Testing Questions for RFI As the contractor: 1. The targeted NAICS codes for this requirement are 621320 and 621111 with a size standard of $6.5M. Would your company be considered a small business by this size standard? 2. Do you currently hold a GSA schedule, and if so, what labor categories within the schedule would be utilized for this requirement? 3. What experience do you have providing similar types of services? Was your company the sole provider of the services or an integrator? If you were an integrator how many sub-contractors did you manage? 4. How would the requirement be met for vision testing of applicants in the U.S.? 5. Since the tests may occur anywhere throughout the United States, would it be easier to segregate the requirement by geographical regions? If so, do you have any suggestions on we should define the regions? If so, can you price each of the required tests by regions? 6. There is a slight possibility that tests may be required OCONUS. Given the requirements, would this require additional turnaround time for the results? 7. We are looking at the possibility of pricing each of the tests on a firm fixed price basis. Is this possible? If not, how would you recommend we structure the pricing - by test, by region? If firm fixed price is not recommended, what pricing arrangement would you propose for the MRO, coordinator and for the individual tests? Cost reimbursable? Time and Materials? 8. Do you currently have someone available that meets the requirements of a Medical Review Officer (MRO)? If not, how would your company meet this requirement? 9. Because of the unknowns of when and where the services will be required, would a Blanket Purchase Agreement be appropriate? 10. NGA requires a two-week turnaround for reported results, is this reasonable? 11. Would your company be able to price this effort for more than one year? If so, how many years would you recommend?
