Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Olympus Industrial America, One Corporate Drive, Orangeburg, New York 10952 under the authority of FAR 6.302-1 and 13.106-1b for the procurement of one (1) Olympus GX71 Metallographic Analysis System. The system includes an Inverted Metallographic Microscope and an Image Acquisition System. This microscope permits investigation of the internal structure of metallic materials by bright field, dark field, polarized light and Nomarski differential interference contrast. The Image Acquisition System includes CCD camera, computer controller and software allowing digital image acquisition and storage in a searchable database. The software also allows analysis of features observed on the microscope in real time, and provides EFI (extended focal imaging) allowing extended focal depth. Olympus will provide installation and training services at the FBI Academy Complex, Quantico, VA 22135. Based on extensive market research conducted by knowledgeable individuals in the Government and the related industry, only the Olympus FX71 has the required optical quality (including focal depth), analytical capabilities, and provides minimalistic stage configuration required for the unique applications encountered in forensic examinations. Olympus Industrial America developed image analysis software to efficiently and effectively enhance the capabilities of the microscope. This Notice of Intent is not a request for competitive quotations, however interested and responsible sources may identify their interest and capability to respond to this requirement by submitting a quotation to this office by 1:00PM, EST, Thursday, June 21, 2007 via facsimile to the attention of Mr. Bryan V. Lane, Contracting Officer at (703) 632-8074 or by e-mail at Bryan.Lane@ic.fbi.gov. All offers shall be clearly marked RFQ-LD0249305. Due to security concerns, hand-carried offers will not be accepted. If the offer is not received by the designated time/date and at the location specified in this announcement, it will not be considered. A determination to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. This firm fixed-price purchase order will be awarded as a commercial item in accordance with FAR Parts 12 and 13. In order to be considered for awarded, an offeror must be registered in the Central Contractor Registration database.
