Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Field Studies Branch of the Division of Respiratory Disease Studies Intends to issue a purchase order on a sole source basis to West Virginia University, 886 Chestnut Ridge Road, Morgantown, WV 26505 for one Masters Level statistician that will spend on average 20 hours per week at DRDS/NIOSH, for a period of two years, working with Field Studies Branch researchers carrying out this service. This statistician will work with FSB researchers on ongoing research studies and will provide SAS programming and statistical analysis support to Field Studies Branch research projects. The contractor will also provide a PhD level Principal Investigator for this project and PhD level statistician, at 5% and 12.5% respectively, to provide general supervision of the Masters Level statistician and to provide Statistical consultation to NIOSH researchers either directly or through the contracted Masters Level statistician. Field Studies Branch researchers will provide day to day technical direction for the individual contract statistician. The PI will be responsible for overall management of contract work and contract personnel. The initial contract (200-2005-M-13695) for this work was competed in FY2005 with West Virginia University (WVU) being the winner of the contract. WVU provided the best price and was the only contractor that could provide local on-site statisticians. WVU staff have now been working/consulting with NIOSH researchers for 2 years, are security cleared, understand NIOSH privacy and confidentiality issues, and most importantly are integrally involved in ongoing research projects and programs. Changing contractors would result in starting over with a new contractor, and new statisticians, and would be very disruptive to ongoing research projects. The learning curve to get integrated into projects is steep and would result in significant time loss and project delays. This would be very cost inefficient to the government. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. Vendors may register at www.ccr.gov. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with West Virginia University as the only source and a purchase order will be issued without any additional notices being posted.
