- This requirement is 100-% set-aside for Veteran Owned Small Business. Architect-Engineering (A/E) to provide design and construction period services for Project 540-08-113 Power Factor Correction Design at VISN 17, VA North Texas Care System, 4500 S. Lancaster Road, Dallas, TX 75216.The project involves the implementation of recommendations from a station funded report by Shermo. Construction period services include tuning filters as necessary. The intent of the project is to raise the power factor and lower voltage harmonic distortion with switches and detuned filter banks. The equipment will go into 14 existing electrical substations. The design shall be completed in 90 days, exclusive of VA review time. Again, this is a Veteran Owned Small Business set-aside. NAICS is 541310; size standard is $4.5 million. Interested parties must submit three (3) copies of SF330 to the attention of the Contracting Officer listed in the announcement. To be considered for selection, A/E firms must meet the following minimum qualification requirements before evaluation criteria will be applied: A. Hospital experience required; B. Through working knowledge of VA standards, specifications and design criteria required; C. Serving offices of prime A/E and all consultants must be located within 50 mile radius of Dallas, Bonham or Fort Worth, TX; & D. Competition is limited to Veteran Owned Small Business. Upon meeting the minimum qualification requirements, A/E selection shall be based on the following criteria: 1.) Past Performance which exhibits specialized experience and technical competence in the work to be performed; 2.) Past performance which exhibits ability to design within the specified construction cost limitation and prepare accurate budgetary construction cost estimates; 3.)Past performance and current methodology pertaining to quality control methods used to ensure technical accuracy of work in the required time; 4.) Past performance and current work status which exhibits capacity to accomplish work in the required time; 5.) Professional qualifications of staff and consultants. Criteria 1, 2 and 3 are more important that Criteria 4 and 5. Criteria 4 and 5 are equal in importance.
