- Paint and minor construction (paint related) projects BPA Description This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is VA-101-07-RQ-002*. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This solicitation will be issued pursuant to the authority of FAR 19 and the Veterans Benefit Act of 2003 (15 U.S.C. 657f) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business.. The Department of Veterans Affairs has a requirement for a Blanket Purchase Agreement (BPA) for services requiring electrical and electrical related work and or project when requested by the office of Administration Space Management Staff. The NAICS code is 238320 (Painting and Wall Covering Contractors) and the size standard is $13M . The cost or services will not exceed the total dollar amount of this BPA. Pricing for services will be established by SF-18 "Request for Quotations" submitted by VA representative (COTR). . The contractor shall furnish services upon receipt of an approved priced SF-18, agreed upon between the contractor and the Department of Veterans Affairs. . Each SF-18 will contain call order numbers and scope of work statements for the contractor to provide an estimated cost . This BPA shall not exceed $100,000 . The minimum per work order will be $500 . This BPA will have a lump sum base value of $25,000, plus 3 option lump sum amount of $25,000 each. The Contracting officer will have the final authority to exercise or discontinue the option lump sums. . The BPA will be considered complete when the services under it equal the dollar amount obligated for the contract or at the expiration date, which ever comes first Statement of Work June 30, 2006 Paint and minor construction (paint related) projects BPA Background: The purpose of this Statement of Work (SOW) is define the minimum work that the contractor will be expected to perform under this Blanket Purchase Order (BPA). The contractor will provide the necessary services requiring painting projects requested by the Office of Administration Space Management Staff (033B) for space occupied by the Department of Veterans Affairs services. Note: Majority of the work will be done during non working hours (Between 6 pm and 6 am [week days], weekends, and holidays). The contractor shall obtain all necessary licenses and or permits required to perform the work under this blanket purchase agreement. Any single order requests excess of $ 2,000 shall be applicable to the labor standard provisions, (Davis Bacon Act) Price Schedule: Non Normal working hours: All work to cover existing surfaces 1. Labor to paint: A. Single door & frame (2 sides) $ B. Double door and Frame $ C. Single door & frame (1 sides) $ D. Double door and Frame (1 sides) $ 2. Paint wall or partitions for use in painting large areas of space using: A. Flat Paint SF B. Semi- Gloss paint SF 3. Patch damaged wall or partitions for use in conjunction with item # 2 above (for small areas). Not to exceed 10% of paint portion of contract A. Price per Square feet SF 4 Labor to remove all conventional furniture from areas to be painted and replace after completion of painting A. Per hour per Man $ 5. Other cost (i.e. Supervisor rate) $ This contract is set aside under small purchase procedure, and reserved for Service-Disabled Veteran-Owned Small Business. Scope of Work: This BPA will provide an open charge account to cover for painting projects at the following Department of Veterans Affairs locations in Washington D.C 810 Vermont Avenue 811 Vermont Avenue 1575 Eye Street 1722 Eye Street 1990 K Street 1. The contractor will provide labor, materials, equipments, and supervision to prepare surfaces, and paint with brush or roller walls, ceiling, columns, and/or other miscellaneous flat surfaces or dry wall or plaster. a. Paint specification: Benjamin Moore # 960 or (otherwise specified) latex flat b. grade: Moore-craft super spec. or better c. Paints to be either low Voc (volatile organic compounds) or no Voc paint be used in these locations 2. The contractor will provide labor, materials, equipments, and supervision to prepare services, and paint with brush or roller on shelves, cabinets, moldings, window sash, doors, and frames, and miscellaneous trim a. Paint Specification: Benjamin Moore # 960 (or otherwise specified) oil base b. Grade: Moore-craft super spec. or better c. Paints to be either low Voc (volatile organic compounds) or no Voc paint be used in these locations 3. The contractor will provide labor, materials, equipments, and supervision to repair gypsum board cracks and or joints; sand smooth and prepare for painting 4. The contractor will provide labor to remove all conventional furniture from areas to be painted and replace after completion of painting a. Non conventional (system) furniture shall not be removed. b. Contractor must cover furniture and paint around units. 5. All property and flooring are to be covered and protected from paint and damages. (Contractors will be responsible for any damages on property and flooring. 6. All work to be performed during non working hours a. Monday- Friday 6 pm to 6 am b. All day and night Saturday. and Sunday 7.
