- The solicitation number is FA8601-07-T-0051. The proposed contract is for the purchase of elastic-viscoelastic material response research which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Dr. George Voyiadjis. The service being purchased is as follows: to investigate the damage of material under high energy impact considering wear. The relations developed will be based upon the incorporation of the conservation equations with the first and second laws of thermodynamics. The researcher will characterize the dissipation of energy by including elastic-viscoelastic material response. The algorithms developed will be of such a nature that they may be included in a finite element code leading to a better understanding of the high energy impact phenomenon leading to wear of the slipper. The government anticipates a sole source award to Dr. George Voyiadjis: Dr. George Voyiadjis is currently the only contractor who can satisfy the Government?s needs. Dr. Voyiadjis has been involved in the development of damage criteria as part of his previous research efforts. He has co-authored a text entitled ?Advances in Damage Mechanics Metals and Metal Matrix Composites?, Elsevier Publishing Co. 1999. He is very knowledgeable about and has significant experience in the development of tensor relations necessary for the material failure evaluation. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be faxed to Robin M.
