- OJO ENCINO DAY SCHOOL, OJO ENCINO, MCKINLEY COUNTY, NEW MEXICO. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 236220 (former SIC code 1542), with a size standard of $31,000,000.00. The magnitude o f construction is greater than $10,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 5 July 2007, with proposals due on or about 6 August 2007. Large business firms are required to submit a subcontracting plan with the following minimum goals: 51.2% for small business; 8.8% for small disadvantaged business; 7.3% for women-owned small business; 3.1% for HUBZone small business; and 1.5% for service-disabled veteran-owned small business. This solicitation will not be issued on paper. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitati on, or final award process, and is subject to the availability of funds. THE PROJECT consists of the design and construction of a replacement school to accommodate grades K-8 with an enrollment of 280 students. The project will include general and special ized classrooms, laboratories, educational support areas (kitchen/dining, library/media center), an administrative area, bus garage/yard, athletic and recreational facilities, and utilities and site development consisting of access road(s), parking, curb a nd gutter, exterior lighting, sidewalks, playgrounds, and landscaping. The existing campus is built on 30 acres of tribal trust land. The existing school will continue to operate during the construction of the new school. Cultural aspects will be accoun ted for in the design. Leadership in Energy and Environmental Design (LEED) Silver Certification is required for this project. The successful offeror must be fully aware of the requirements of the Bureau of Indian Affairs facilities Design Handbook, whic h includes technical and space requirement guidelines. THE SELECTION PROCESS used for this solicitation will be a two-phase design-build Request for Proposal (RFP). Phase One shall require the offeror to include experience, past performance, key personne l, and technical/design approach. Phase Two shall require the offeror to submit a unique technical solution for this project in the form of drawings, narratives, management plan, schedule and price. No more than five (5) offerors will be selected for Pha se Two. Proposed procurement will result in a firm fixed price contract. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm-fixed price contract.
