Announcement Number A1940-08-0200, National Park Service, Northeast Regional Office, Philadelphia, PA intends to negotiate a sole-source contract with L-3 Communications Security and Detection Systems, Inc., Woburn, MA to provide quarterly preventive maintenance inspection, repair and quarterly radiation safety survey and preparation of the FAA form 1650-17 for the L-3 Linescan and PX series security x-ray screening systems located at the Statue of Liberty National Monument, New York, New York. The proposed contract will be issued on a firm fixed price basis for a base period (10/01/2007 through 9/30/2008) and four (4) one-year priced option years. All option years will run on a fiscal year basis. The options, if required, would be exercised at the sole discretion of the National Park Service. The proposed commencement date for this effort is October 1, 2007. (SDS), 10 East Commerce Way, Woburn, MA 01801-1028, is the sole source for maintenance and repair of the Linescan and PX series security x-ray screening systems. L-3 SDS currently holds Patent #4,366,382 - X-ray Line Scan Systems. This process employs a fan-shaped x-ray beam which scans baggage on a conveyor belt and produces software enhanced images of the contents of the baggage on a video monitor. SDS is the only source for critical replacement components, such as the generator source, detection boards and printed circuit boards used within the L-3 X-ray systems. These critical parts are required to meet the definition of a Cabinet x-ray system, per Federal Regulation 21CF020-40. In addition, L-3 (SDS) has direct access to equipment hardware and software design engineering documentation and training personnel to enable field retrofits and upgrades to existing equipment. Potential interested firms are hereby advised that under no circumstances will the Statue of Liberty be closed to the public during any maintenance service on the X-Ray Detection systems. Normal operating hours for the Park are from 9:30 A.M. to 5:15 P.M. daily, seven days a week. This procurement is being issued under the authority of 41 U.S.C. 253(c)(1) - only one responsible source.
