Description
The Commercial Spectrum Enhancement Act, P.L. 108-494 (the Act), provided for the reallocation of the 1710 - 1755 MHz radio spectrum from governmental to commercial users via a Federal Communications Commission (FCC) auction of the frequencies within that spectrum, and the establishment of the Spectrum Relocation Fund with the proceeds thereof to assist participating federal agencies in relocating to a different spectrum. The Northern California Seismic Network (NCSN), operated by the Earthquake Hazards Team in Menlo Park, CA, has been operating in the 1710 - 1755 MHz spectrum for twenty-five years. It serves as a trunk to bring real-time seismic data back to the NCSN offices in Menlo Park, CA from hundreds of monitoring sites in the field. The NCSN, therefore, largely with funds obtained from the Spectrum Relocation Fund, must relocate to another microwave radio spectrum available to the government. The USGS has obtained Radio Frequency Authorizations (RFAs) from the National Telecommunications and Information Administration (NTIA) in the 1755 - 1850 MHz spectrum. The USGS therefore has a requirement for a single, comprehensive contract to design, install, and tune a replacement microwave radio system in the 1755 - 1850 MHz range. To fill this requirement, the USGS will release competitive Request for Proposals (RFP) 07WRSS0028 the week of July 9th; the Statement of Work for this effort will be included therein.
