Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo/gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil; While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea System Command. The following is a synopsis under Simplified Acquisition Procedures. NSWCDD has a requirement for two (2) Transportable Telescopic Tower Systems (TTTS) to support radar test and evaluation exercises. The TTTS shall support the elevation and operation of radar systems, used at various test sites, during which radar data collection is prosecuted during the exercises. The TTTS supporting these events shall consist of a trailer and tilting/telescoping tower of freestanding design including the associated equipment for powering and operating the tower. The TTTS must be capable of operating in harsh environments (typically marine environments with salt fog), transportable via tow hitch or low-boy trailer, and capable of supporting the payloads identified in the requirements section below. The tower systems shall be delivered to NSWCDD not later than 31 Aug 2007 to support integration efforts before execution of test and evaluation exercises. The contractor must provide to the Government, descriptive literature to verify that the specifications listed below are met. TTTS Payload: 1. The TTTS shall operate successfully in rotation and extension/retraction with a payload of at least 500 pounds, with maximum sail area of 10 square feet, and in winds of 80 miles per hour. The payload shall be treated as a point load on the tower platform atop the highest section. TTTS Trailer Requirements: 1. Trailer construction shall be steel with galvanized coating. 2. Trailer shall implement at least two (2) axles, and be towable over public and private paved and unpaved roadways. 3. Tow hitch shall be ball coupler of size 2-5/16 inch diameter. 4. Two (2) Gr-70 safety chains with hooks shall be included. 5. Braking system shall be electric for all wheels. 6. Minimum wheel size shall be 8 lug, minimum tire size shall be LT235/85 R16 LRE or larger wheel and tire as recommended by manufacturer?s design. 7. A spare wheel with mounted tire, the same as utilized on the trailer, shall be attached to a trailer mounted spare tire carrier. 8. Outriggers conforming to necessary design parameters shall provide system stability when tower is extended to full height with maximum payload, in maximum winds, without using guy wires. 9. Grounding lugs shall be mounted to the trailer. 10. Lifting eyes (minimum of four) shall be attached to the trailer in a configuration to allow rigging operations without spreader bars. These are in addition to any tie down or lifting ring associated with the outriggers used for leveling and tower support. 11. Leveling indicators (typically bubble levels) shall be implemented at appropriate locations on the trailer to obtain proper leveling of trailer in two axes (front to back and side to side) to provide vertical orientation of telescoping tower. 12. The leveling system must be capable of successful operation when used on a maximum slope of 5 degrees. 13. Jack stands for trailer tongue and leveling shall have a 12000 lb capacity and utilize a spring return tension system and drop leg design. 14. Jack stand pads shall be removable from the jack stands, with secured storage provided on the trailer, and with a footprint no smaller than a square of 13 inches per side. 15. Trailer tow vehicle plug shall be a 6 pin recreational vehicle design. 16. A galvanized steel or aluminum lockable storage box approximately 60 inches long by 24 inches deep by 24 inches wide shall be attached to the trailer and used as storage container. 17. A work platform shall be installed on the trailer, constructed of galvanized steel with diamond tread, sufficient to allow access to tower top when in the horizontal storage position. 18. The trailer system must be equipped with appropriate tie-down and lashing eyes. 19. The trailer system shall include wheel chocks. 20. Trailer must be equipped with lighting sufficient to operate the tilt and extension / retraction control system in the dark. 21. The tower system must be transportable via a low-boy trailer (low-boy trailer height above the road of 24 inches), implying a maximum trailer/tower system height not to exceed 10 feet 6 inches above the road surface. 22. Trailer with tower shall meet all Department of Transportation requirements for standard commercial roadway transportation of equipment. TTTS Tower Requirements 1. Tower must be mounted to the trailer and utilized as an integral part of the system. 2. Tower material shall be steel, using welded construction of mechanical tubing, not pipe, and a galvanized finish. 3. Tower must extend to a platform height of at least 100? above ground level. 4. Tower shall meet the specifications for the identified payload at any height between the storage configuration and full tower extension. 5. Tower shall be operational for both self supporting (no guy wires) and guyed operation for any height above ground level. 6. Tower must be capable of rated performance with a payload of 500 lbs attached to the tower platform. 7. Tower must be capable of tilt/extension/retraction in wind gusts up to 35 mph. 8. Tower system must comply with specifications in a self-supporting configuration in winds of 80 mph. The tower system must comply with specifications in winds up to 100 mph when using guy systems. 9. Tower must be capable of being deployed, extended to full height, and secured at the maximum extension via a mechanical lock mechanism by one person in 30 minutes or less (typical). Tower must also be capable of retraction and stowing for transportation in 30 minutes or less (typical). 10. The tower cabling for extension/retraction (if used) shall be stainless steel material or galvanized steel to withstand marine environments. 11. Tower extension system shall have redundant (two) extensions lines, and include a positive pull-down line. 12. The tower system must include a tower guying system to include all appropriate cables, fittings, connectors, and screw type earth anchors. 13. Tower system must operate both in tilt and extension / retraction with payload installed on tower platform. Other Requirements: 1. Manufacturer shall provide a complete technical documentation package to include operator?s manual, technical reference manuals, maintenance manuals, and any validation data showing compliance to standards. Both hardcopy and softcopy for manuals are required. 2. Both systems shall be delivered to NSWCDD, Dahlgren VA not later than 31 Aug 2007. 3. Workmanship must be in accordance with best commercial practice. Special attention will be given to neatness and thoroughness of items such as soldering, markings of part and assemblies, wiring, welding, brazing, plating, riveting, finishes, machines operations and screw assemblies as applicable to construction. 4. The system shall be proposed with an optional diesel electrical generator, operating at a motor speed of 1800 revolutions per minute, generating a pure sine wave output voltage, with at least 7 kW capacity to provide prime electrical power to operate the tower tilting/extension/retraction mechanisms, tower lighting, and other related equipment. 5. The generator shall be enclosed in a weather proof, sound attenuated locking enclosure. Under full load, measured sound level must not exceed 65 dBA at 35 feet. The generator shall include sufficient fuel storage to operate for a minimum of 50 hours at full load. 6. System electrical wiring must be sealed for use for all-weather conditions. 7. Operator controls for tower tilt and extension/retraction shall be enabled/disabled electrically by using a key switch. 8. Mechanisms between drive motors and cable drums shall be enclosed, direct drive mechanisms. No belts or chains will be allowed. 9. Drive motors shall be single speed. No variable speed systems will be allowed. 10. The system must be equipped with a grounding package to include all required cabling, connectors, grounding rods, and grounding lugs for tower and trailer. 11. The system design shall be reviewed and certified by an analysis conducted and signed by a professional engineer. The quotation number is N00178-07-Q-3024 and is a request for quotation. All interested parties shall be considered by Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17632 Dahlgren Road, Suite 157, Dahlgren VA 22448-5110. All offerors must be advised that they must be active in the Central Contractor Registration database at http://www.ccr.gov before award can be made.
