Description
The US Environmental Protection Agency (EPA), Office of Research and Development, Air Pollution Prevention and Control Division intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1 with Dr. Alexander Sulakvelidze, University of Maryland School of Medicine, 10 South Pine Street, Baltimore, MD 21201, for a project entitled, Isolation and Characterization of a Lytic Bacteriophage Cocktail Active Against Yersinia pestis. The main objective of the Performance Work Statement (PWS) is to construct a lytic bacteriophage consortium that is highly active against numerous strains of Yersinia pestis. This work requires access to a biosafety level 3 laboratory (BSL-3), previous experience in bacteriophage propagation, characterization, and environmental decontamination (using bacteriophage), and access to a library of Yersinia pestis. Dr. Sulakvelidze is the only known source that has the unique capabilities and experience to perform the work required in the Performance Work Statement. Specifically, Dr. Sulakvelidze has experience in bacteriophage biology, has BSL 3 capability, a current library of Yersinia pestis strains, as well as lytic Yersinia pestis bacteriophage, and has experience in using bacteriophage to decontaminate environmental surfaces. This is not a request for proposal; however, any firm believing itself capable of meeting the EPA?s requirement may submit a capabilities statement demonstrating how your qualifications, experience, and ability fulfill the Government?s requirement. A Performance Work Statement and any other applicable documents will be made available upon request. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
