Description
In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, the Air Force is soliciting proposals for an offeror to provide Aerial Delivery Flight Services (ADFS) in support of air crew training requirements at Charleston AFB, SC; Dyess AFB, TX (Abilene area); McChord AFB, WA (Tacoma area); and Pope AFB, NC(Fayetteville area). A streamlined competition is being conducted in accordance with the revised circular. A contract may or may not be awarded as a result of the streamlined competition process. The lowest priced technically acceptable offer will be compared to the Agency Cost Estimate (ACE) to determine which is the most efficient and cost effective method of operation. If the contract price is more cost effective, a contract will be awarded. If the contract price is higher, the solicitation will be cancelled. The following are basic performance requirements for the Aerial Delivery function: (1) Rig and prepare aerial delivery loads; (2) Inspect, clean, store, repair, and pack cargo/extraction parachutes; (3) Drop Zone (DZ) recovery; (4) Participation in airdrop malfunction investigations; and (5) Onload/Offload aircraft. The Air Mobility Command (AMC) anticipates issuance of a solicitation on a full and open competitive basis. The anticipated issuance date of the solicitation is on or about 11 May 07 with a response due on or about 14 June 07. No hard copies of the solicitation will be issued and verbal request will not acted upon. The solicitation may be downloaded from the Federal Business Opportunity website at http://www.eps.gov. The anticipated contract award date is on or about 12 October 2007. If awarded the contract will included a base period from 12 October 2007 through 30 September 2008. The contract will also include four one-year option periods that run from 1 Oct through 30 September, beginning 1 Oct 2008 and ending 30 September 2012. The North American Industry Classification System (NAICS) code is 488119 and the small business size standard is $6.5 million.
