- Notification of Intent to Award a Sole Source Contract. The Department of Health and Human Services (HHS) has put forth a major initiative to promote a more value-driven health care (VDHC) system. This VDHC initiative is based on four cornerstones ? (1) health information technology, (2) measurement and publication of health care prices, (3) measurement and publication of health care quality, and (4) creation of positive incentives for participation in a VDHC system. In addition, in compliance with the August 22nd, 2006 Executive Order: Promoting Quality and Efficient Health Care in Federal Government Administered or Sponsored Health Care Programs, federal agencies are making available information on provider payments and quality. Private health plans have begun to make available to plan subscribers information on provider quality and cost. Given the variation that may exist across these initiatives, it is important to have a good structure for examining and evaluating their implementation and overall effectiveness. This project will focus on the following research questions--1) what are measures of the effectiveness of health care quality initiatives, 2) what are the appropriate success indicators, and 3) what data requirements are needed to monitor and assess the effectiveness of quality initiatives? Specific tasks include: Initial Project Meeting; Project Work Plan; Assessment of Implementation Requirements; Assessment of Monitoring Requirements; Final Report and Presentation. These tasks will be accomplished by utilizing information from previous and current research on health markets (and health care transparency in particular) and relying on key industry contacts and subject matter experts that have been used in prior and current analyses on health care market transformation. This requirement shall be completed within 6 months. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, The Center for Studying Health System Change, Inc., under the authority of FAR 13.106-1(b)(1). No solicitation document is available at this time. Any firm that believes it may have similar capabilities is encouraged to submit their capability statement addressing each of the items/areas cited above. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
