- ACQUISITION DATA REPOSITORY (ADR) PROOF OF PRINCIPLE PURPOSE: Sources Sought ? This is a Sources Sought Synopsis. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes only. A solicitation has not been issued for this requirement. NAICS CODE: 541512 SIZE STANDARD: $23 Million The AF is requesting that respondents propose a Federal Supply Schedule, in accordance with Federal Acquisition Regulation (FAR) 8.4 for this requirement. Respondents must propose the schedule that they feel is appropriate for this acquisition. BACKGROUND AND PURPOSE OF REQUIREMENT: The ADR shall improve ASC data collection and storage processes. It shall integrate data and information from many automated and non-automated sources for more efficient and effective processing, provide access to real-time data that can be used to enhance reporting and statistics, and facilitate decision support analysis for trending and forecasting. The ADR shall: ? Establish a collaborative data and information environment ? Enhance decision support capabilities for Program Executive Office (PEO) acquisition management ? Be innovative, adaptive and responsive ? Provide a common access point for obtaining data from disparate systems by appropriate users ? Standardize processes ? Increase effectiveness and efficiency ? Reduce data entry burden ? Facilitate cross-cutting analysis This initiative shall leverage interactive technology and the use of web-based services to reduce the manual and labor-intensive burden of data calls. The solution shall be designed to meet the following objectives: ? Increased data consistency ? Faster data access ? Reduce data call time, workload ? More extensive data capture ? Increased overall stakeholder satisfaction With the ADR process, data will be made available to anyone having the required access privilege that requires access to acquisition business data and information. This includes detail data, historical data, and data to support the production of required regulatory and statutory reports. REQUEST FOR CABILITY PACKAGE: Request your firm submit information as to its capability to perform the tasks described below. ? Development Environment. The contractor shall furnish their own development environment including all hardware and software required to design, develop and demonstrate the ADR Proof of Principle. The hardware and software must be compatible and compliant with the GCSS-AF approved tools. The ADR POP shall be developed and shall be both maintainable and deployable within the GCSS-AF Integration Framework (IF)/GCSS-AF DS environment. The GCSS-AF IF/GCSS-AF DS environment utilizes data warehousing and collaboration tools that include Business Objects, Oracle, Teradata, Informatica, MS-SharePoint, Web-Services, etc. ? Proof of Principle. The contractor shall develop a POP that demonstrates the technical feasibility of the ADR and provides PEO acquisition management with initial reporting, decision support and analysis capabilities. The ADR will be the single data source for all PEO acquisition management reporting, decision support and analysis. The ?end state? of the ADR is for it to be totally integrated within GCSS-AF DS. To facilitate the ADR ?end state?, an ADR POP shall be developed and be maintainable and deployable within the GCSS-AF IF/GCSS-AF DS environment. The GCSS-AF IF/GCSS-AF DS environment utilizes data warehousing tools (e.g. Business Objects, Cognos, Oracle, Teradata and Informatica) ? Logical Data Models. The contractor shall develop two Logical Data Models (LDMs). The LDMs will be developed and documented using ERwin. o The contractor shall develop and document a LDM that provides the overall data architecture for the ADR. This LDM need not be a fully attributed data model. o The contractor shall develop and document a LDM for the ADR POP that is complete with entities, data elements, definitions, and references. This LDM will be used to generate the physical database for the ADR POP. Approach to provide development environment according to GCSS-AF guidelines and tools. b. Approach to design, build and demonstrate reporting, decision support and analysis capabilities for ASC PEO acquisition management c. Approach to developing logical data models . d. Approach to oversight and management of the tasks assigned. 3. Address your approach to initial staffing, including examples of resumes of key personnel to perform the task. Example resumes do not count toward the page limit. 4. Address your approach to meeting security requirements including obtaining Secret clearances for your facility and personnel. 5. Provide contract history matrices for any contract relevant to this effort. (Include information ONLY for work within the last three years). Areas of particular interest are contracts which display an intimate familiarity with ASC Acquisition systems/data, developing proof of principle for decision support analysis and development environment using GCSS-AF guidelines. Address how you would meet this requirement. This matrix does not count towards the page limit. The matrix shall contain the following: a. The title of service provided b. Contract Number c. Responses shall limited to a total of 10 pages. Each page shall be formatted for 8 ?? x 11? paper. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab dividers, title pages, glossaries, and table of contents are not required.
