Description
This is a Request for Information (RFI) ONLY. It is not a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement. The purpose of this market research (Source Sought Synopsis) is to find SDVOSB that meets the requirement for Librarian services at USSOCOM in MacDill AFB per the attached PWS. Firms responding to this RFI are asked to provide the following information in their initial response: company's full name, business size, address, point of contact, and a clear indication as to whether or not they can provide the item or service the government is seeking. Final responses to this RFI will be due by 1600 PM EST 26 June 2007. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. PERFORMANCE WORK STATEMENT For LIBRARIAN SECTION 1.0 DESCRIPTION OF SERVICES The contractor shall furnish all personnel, supervision and other items and services necessary to provide support services to operate, administer, and manage the United States Special Operations Command (USSOCOM) Library and Information Center, located at HQ USSOCOM, MacDill AFB, FL. The contractor must perform to the standards in this contract. 1.1 Librarian. The librarian must have two years experience with Federal or Government Libraries. At time of award contractor personnel performing work under this contract must be cleared to the SECRET security level. Performance on the contract cannot start without the required security clearance in place. 1.2 Mission. The USSOCOM Library and Information Center is a technical library, providing access to information essential to the USSOCOM mission and Global War on Terrorism and is an intricate part of the USSOCOM organization. Services performed will be in accordance with USSOCOM security guidelines and regulations. 1.3 Work Hours. Work Hours are from 8:00 AM through 5:00 PM, Monday through Friday. Work is not performed on Saturday, Sunday or Legal Holidays unless otherwise authorized by the Contracting Officer. The following legal holidays are observed: January 1st, 3rd Monday of January, 3rd Monday of February, Last Monday of May, July 4th, 1st Monday of September, 2nd Monday of October, November 11th, 4th Thursday of November, December 25th. When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by U.S. Government Agencies. 1.4 Goals and Objectives. Establish both short and long-range goals and objectives to improve the quality of the library resources and services to support the vision and mission of USSOCOM. Goals, objectives, and schedules are documented in the Library Strategic Plan, which will be submitted to the Quality Assurance Personnel (QAP). 1.5 Records. Records produced as a result of performing library operational tasks will be created, filed, maintained and disposed of IAW USSOCOM record keeping directives. 1.6 Meetings, Workshops, Seminars. Attend Library meetings, workshops, and seminars when required representing USSOCOM. Travel will be coordinated with the Government Point of Contact (POC) and will be reimbursable under the contract. 1.7 Collection Management Plan. A Collection Management Plan will be submitted to the QAP on initial contract award, and revised or updated when processes change. The Collection Management Plan shall define the level of support, how the library will select, acquire, and deselect print, non-print and database resources to meet the USSOCOM mission. In addition to standard library sources, USSOCOM and other military recommended reading lists will be reviewed for selection of materials monthly. Develop and maintain a collection of special operations force (SOF) related materials in accordance with USSOCOM requirements. 1.8 Deposit accounts. Maintain system to monitor deposit accounts for ordering library materials and services. Provide documentation to USSOCOM to determine that all funds deposited are used or refunded by the end of each fiscal year. Work with and in accordance with Inter-Agency Agreement between USSOCOM and Library of Congress for ordering services. 1.9 Serials, Books, and other materials. Monitor serial receipts and record distribution. Claim submissions for non-receipt. Acquire and track materials purchased for the library. Maintain Command periodical subscription list and orders. Track orders and follow up on non-receipt. Claim unused funds. Report discrepancies within five working days. 1.10 Quality Control Plan. Submit to the QAP a Quality Control Plan, to include all major functions. Revise when processes change. 1.11 Library Annual Report. Prepare and submit to the QAP a Library Annual Report by 1 October. Content to include: collection size and usage statistics, library usage statistics, budget data, and a narrative section summarizing program support and other information that affected the operation of the library positively or negatively. 1.12 Service Access and Requests. Provide access to books, periodicals, newspapers, indexes and electronic databases to all authorized customers. Provide information, referral, and research assistance on requests received. Security of all research requests and resulting products will be maintained in accordance with USSOCOM security guidelines and regulations. 1.13 Interlibrary Loan and Shared Database Participation. Provide requested mission and professional education materials not available in the library. Participate in regional or national DoD sponsored bibliographic databases for shared cataloging and interlibrary loan purposes. 1.14 Circulation Processes. Maintain a circulation policy. Maintain system for circulation and charge-out of library holdings, managing customer hold requests, check holdings into and out of the library, and overdue notices with no more than 10% discrepancy. 1.15 Security INSTALLATION SECURITY REQUIREMENTS. Pass and Identification Items: The Contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles requiring access to MacDill AFB to perform contract requirements: The contractor shall ensure that all vehicles used in the course of this contract are properly registered and comply with base and state safety and insurance requirements. The contractor shall submit the following to the Contracting Officer for each employee requiring access to MacDill AFB: full name, date of birth, driver?s license number, social security number, job title and dates access is required. The contractor shall submit and ensure each employee obtains an Air Force Form 75, Visitor/Vehicle Pass (short term) from the visitor?s control center at the Dale Mabry Gate prior to being allowed base access. The contractor must establish and maintain a Visitor/Vehicle Pass tracking system. This list shall be provided to the Contracting Officer prior to the contract start date and made available during contract performance on request. Upon termination of any employee the contractor shall return all government identification for that person to the Contract Administrator no later than one additional duty day. Upon change of employees, an updated listing must be provided to the Contracting Officer within three duty days. Upon completion or termination of contract requirements, all base identification, visitor/vehicle passes, and Common Access Cards (CACs), if applicable, must be returned to the Contract Administrator prior to issuance of final payment. Failure to comply with these requirements may result in withholding of final payment. SECTION 2.0 SERVICES SUMMARY: The Services Summary identifies the performance objectives and performance thresholds for all critical tasks associated with providing the services outlined in this PWS. This section contains only those items considered most important for mission accomplishment. The performance objectives are those services/tasks required in the PWS. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The government expects the Contractor to perform at the acceptable levels throughout the life of the contract. # Performance Objective PWS Paragraph Performance Threshold 1 Acquire and disseminate library material that supports mission and Global War on Terrorism 1.2, 1.7, 1.9 98% availability with no more than 2 customer complaints per month. 2 Submit all required reports in a timely manner and maintain library systems in accordance with applicable regulations. 1.8, 1.10, 1.11, 1.13, 1.14 97% met on time and maintained, with no more than 3 customer complaints per month. 3 Provide research service as requested from the Command Group and other USSOCOM work Centers. 1.12, 1.13 98% of the time provided, with no more than 2 customer complaints per month SECTION 3.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES: Contractors performing under this PWS will be provided the following equipment to perform the tasks delineated in this PWS. 3.1 Library Equipment: 4 - Dell CPUs and Monitors 2 - HP Printers, 1 CLASS and 1 UNCLASS 1 - Microfiche Reader 1 - IBM Typewriter 1 - Xerox Copier 1 - 27" Phillips TV 1 - Panasonic DVD/VCR Deck 1 - Cannon Fax 3.2 Library Collection. USSOCOM Library collection is shelved on approximately 844 linear feet of shelf space. This includes approximately 561 linear feet of books on the shelves, 54 linear feet of military regulations, 73 linear feet for current magazines and newspapers, 126 feet for magazine archives, 18 feet for audio tapes and CD's and 12 linear feet for videos and DVD?s.
