- " The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be available on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Prospective offerors desiring to conduct business with DOI and download a copy of the solicitation are requested to register their company with the electronic commerce website. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at http://www.ccr.gov. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. " Proposed Issue Date: On or about July 5, 2007 " Title of Project: Replace Deteriorating Cave Lighting System, Wind Cave National Park, Custer County, South Dakota " Description: Work includes general construction of electrical, communications, and lighting improvements for Wind Cave. The work will be divided between the Contractor's work and National Park Service (NPS) work. The contractor's work will include but is not limited to the following: Install all wiring, devices, and equipment for new 480 volt service; de-energize and demo existing 2400 volt system; new telephone terminal cabinets; install and test telephone cable; install and test fiber optics; install new disconnect switches, transformers, ground rods, and control panels; megger all 480 volt cables; make all connections; repair electrical room floor; install generator disconnect; install control hardware and software; remove existing abandoned shaft lighting and telephone wiring. Work must be coordinated with work being done by the NPS. The NAICS code for this project is 238210 and the small business size standard is $31.0 million. The period of performance for Phase 1 is September 1, 2007, through May 1, 2008. The period of performance for Phase 2 is September 1, 2008, through May 1, 2009. " A telephone preproposal conference will be held on or about July 13, 2007. See solicitation for details. " Type of Procurement: This project is a total HUBZone set-aside. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. All evaluation factors other than price, when combined, are approximately equal in importance to price. In accordance with FAR Subpart 15.300, the government will select the responsible offeror whose proposal represents the BEST VALUE to the government, price and technical and other factors considered. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; and permits discussions if necessary. The government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms from price, schedule and technical standpoint.
