- Description
- On April 18, 2003, the staff of the U.S. Nuclear Regulatory Commission (NRC) forwarded to the Commission SECY-03-0059, "NRC's Advanced Reactor Research Program." This document provided the staff's assessment of NRC's advanced reactor technical infrastructure development and safety research that would be needed to support the review of new and advanced reactor applications planned and envisioned at that time. A new draft was created recently "Advanced Reactor Research Program" (Agency-wide Documents Access and Management System, ADAMS, ML070740637) which identified several research tasks under the thermal-fluids and accident analysis technical areas; the first of which is the completion of R&D phenomena tables for a generic high-temperature gas-cooled reactor (HTGR) design. This involved an assessment of the current knowledge base associated with the identified phenomena to aid in developing analytical tools and technical bases to perform safety analyses and regulatory reviews, and the scope of technology development needs to support HTGR licensing, including both air-cooled and water cooled reactor cavity cooling systems (RCCSs). Under this requirement, the contractor shall capture all contributing heat transfer mechanisms that impact the heat rejection capacity of the RCCS: radiation, convection, and conduction for both the air-cooled and water-cooled designs. The selected tools have to be consistent with the large scale of and RCCS, as well as the operating regimes expected during normal and accident conditions. Simulations shall account for changes in the heat rejection capability of the RCCS induced by heterogeneous boundary conditions, e.g., coolant mass flow rate and temperature distribution at the inlet, vessel heat flux discontinuities, flow obstructions, and emissivity variations. Special attention shall be given to the influence of dust on local heat transfer phenomena. It is anticipated that the contract will be a cost reimbursement type contract. The period of performance of the resultant contract will be eighteen (18) months. The Request for Proposal (RFP) will be available on or about June 1, 2007 and will be distributed solely through the FedBizOpps website, http://www.fedbizopps.gov. The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this solicitation and its related documents, as appropriate, will be posted at this website, interested parties are instructed NOT to send letters or e-mails or faxes requesting the RFP. Telephoned, e-mailed, or faxed requests for the RFP will not be accepted. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. The size standard for this solicitation is average annual receipts of $4.5 million over the past three years, as set forth under NAICS 541330. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals.
