Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133E-07-RQ-0398. The U.S. Dept of Commerce, National Climatic Data Center, Information Technology Branch, Asheville, North Carolina has a requirement for One (1) each Liebert 225kVA/180kW Series 610 three phase Uninterruptible Power Supply Model #U39SA229AAAA in accordance with the following: AC input voltage 480V (three-phase, three-wire plus ground) AC bypass voltage 480V (three-phase, three or four-wire plus ground) AC output voltage 480V (three-phase, three or four-wire plus ground) On-line reverse transfer configuration capability for top and bottom cable entry of conductors Input circuit breaker 6-pulse phase-controlled receifier/charger 6-Step/PWM (pulse-width modulated) transistorized inverter, output transformer and filter Automatic equalize charger timer Two-step input current limit Two-step battery charge current limit Site Scan interface Remote Terminal Interface for remote communications via RS-232 and RS-422 ports Auto-dial Critical Information Reporting System Local E.P.O. with provision for remote E.P.O. Redundant cooling fans ETL listed to UL 1778 standard, CSA 22.2, No. 107.1 One (1) Liebert Battery Power Pack System rated for 23 minutes with a 180KW load, Model #U36BP225XJBNUUU with the following features and characteristics: Each system consists of two cabinets Each battery cabinet includes a circuit breaker to isolate the battery during maintenance The cabinet utilizes valve regulated lead acid battery cells in flame retardant cases ETL listed to UL 1778 standard The battery is provided with a 3 year full and 7 year prorata warranty One (1) Two Breaker 300 Amp Maintenance Bypass Panelboard, Model #MBP2300A00S3901 with the following features and characteristics: Wall mounted panel board Copper main bus 80% rated Standard interrupting UL 67 listed Start-Up Service to include: UPS Start-UP 5x8 - SU61S151UM Maintenance Bypass Start-Up 5x8 - SUBBS5B01MF Delivery is required F.O.B. Destination to NCDC, 151 Patton Avenue, Asheville, North Carolina 28801-5001 within 5-7 weeks ARO. This procurement is being solicited as unrestricted and full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this is 7021 and the NAICS Code is 335999, small business size standard is 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required specifications and delivery time. The proposed unit shall be capable of working with the existing Liebert Units. FAR 52.212-3, Offeror Representations and Certification?Commercial Items (Nov 2006) --Offerors must include a completed copy of its provision with their offer or complete only paragraph (j) of the provision if the offeror has completed the annual representation and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website; the offeror shall complete only paragraphs (b) through (i) of this provision; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Mar 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (15), (16), (17), (18), (24), (27) and (32). The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
